Abstract
Berkembangnya industri pengolahan makanan dan minuman dari buah apel yang dapat dijadikan sebagai oleh-oleh khas dari Kota Batu, merupakan salah satu efek yang muncul dari pesatnya pertumbuhan sektor pariwisata di Kota Batu. Namun sayangnya saat ini industri pengolahan apel di Kota Batu masih memiliki beberapa kendala sehingga diperlukan adanya strategi pengembangan. Untuk mengetahui strategi pengembangan industri pengolahan apel di Kota Batu maka dalam penelitian ini, peneliti menggunakan jenis metode penelitian kualitatif dengan pendekatan deskriptif. Dan metode analisis yang digunakan adalah melalui metode interaktif Miles dan Huberman. Dalam metode analisis ini terdapat tiga tahapan penelitian yaitu reduksi data, penyajian data dan penarikan kesimpulan/verifikasi. Berdasarkan hasil penelitian ditemukan bahwa terdapat lima strategi yang dilakukan oleh Dinas Koperasi, UKM, Perindustrian dan Perdagangan Kota Batu dalam pengembangan industri pengolahan apel antara lain, peningkatan kualitas dan standarisasi produk; peningkatan kualitas sumber daya manusia; peningkatan akses pemasaran; peningkatan kemitraan; dan peningkatan akses permodalan. Untuk menjalankan startegi-strategi tersebut langkah-langkah yang ditempuh oleh Dinas Koperasi, UKM, Perindustrian dan Perdagangan Kota Batu. Namun di dalam penerapan strategi tersebut terdapat faktor pendukung dan penghambat yang muncul baik secara internal maupun eksternal. Faktor pendukung internalnya adalah fungsi, visi dan misi serta ketersediaan anggaran pada Dinas Koperasi, UKM, Perindustrian dan Perdagangan, sedangkan faktor pendukung eksternalnya adalah kondisi geografis dan pertumbuhan ekonomi di Kota Batu. Untuk faktor penghambat internal yang muncul adalah kurangnya tenaga ahli yang dimiliki oleh Dinas Koperasi, UKM, Perindustrian dan Perdagangan Kota Batu, serta belum adanya peraturan daerah yang mengatur tentang industri khususnya industri pengolahan apel yang menyebabkan kurang terjaminnya kualitas bahan baku yang digunakan. Sedangkan faktor penghambat eksternalnya adalah keterbatasan tempat dalam even pameran. Oleh karena itu diperlukan adanya penyelenggaraan pelatihan pemanfaatan teknologi bagi staf, khususnya yang berkaitan dengan pengembangan industri. Perlunya pertanggungjawaban atas komposisi bahan baku yang digunakan karena bahan baku yang digunakan kurang terjamin kualitasnya sehingga akan mempengaruhi kesehatan konsumen. Serta mempertimbangkan lagi tempat yang digunakan untuk menyelenggarakan even pameran, agar tidak hanya pelaku industri tertentu yang dapat mengikuti even pameran.
English Abstract
The development of food and beverage processing industry from the apple can be used as souvenirs typical of Batu City, this is one of the effects that arise from the rapid growth of the tourism sector in the town of Batu. But unfortunately the apple processing industry in Batu still have some problems so it is necessary to strategy development. To find the apple processing industry development strategy in Batu so in this study, researchers used a type of qualitative research method with a descriptive approach. And the method of analysis used is through an interactive method by Miles and Huberman. In this analysis method, there are three stages of research that is data reduction, data display and conclusion drawing / verification. Based on the results of the study found that there are five strategies undertaken by the Department of Cooperatives , SMEs , Industry and Trade of the Batu City in the development of the apple processing industry among others, improving the quality and standardization of products; increasing the quality of human resources; improvement of market access; promoting partnerships; and improvement access to capital . To execute the strategy - a strategy that measures taken by the Department of Cooperatives , SMEs , Industry and Trade of the Batu City. However, in the implementation of these strategies are enabling and inhibiting factors that arise both internally and externally. Internal factors are support functions, vision and mission as well as the availability of the budget at the Department of Cooperatives, SMEs, Industry and Trade, while supporting external factor is the geographical conditions and economic growth in the Batu City. For internal inhibiting factors that emerged was the lack of expertise possessed by the Department of Cooperatives , SMEs , Industry and Trade of the Batu City, as well as the absence of local regulations governing the industry, especially the apple processing industry which causes less assurance of the quality of the raw materials used. While the external obstacle is the lack of a place in the exhibition event. Therefore, it is necessary to organizing training for staff use of technology, particularly with regard to industrial development. The need for accountability for the composition of the raw materials used for the raw material used is less assured quality that will affect the health of consumers. And to consider again the space used to hold exhibition events, so that not only a certain industry can follow the exhibition event
