Abstract
Penelitian ini akan mengungkap tentang pengaruh kebijakan pengelolaan Sumber Daya Air yang menimbukan pro dan kontra. Pro dan kontra yang terjadi antara Pemerintah Kota Batu sebagai pihak-pihak yang pro dengan masyarakat sekitar sumber air sebagai pihak-pihak yang kontra. Pemerintah Kota yaitu Badan Perencanaan dan Pembangunan Daerah bersama dengan Dinas Cipta Karya dan Perusahaan Daerah Air Minum melakukan koordinasi dalam pengelolaan terhadap Sumber Air Ngesong di Desa Punten Kecamatan Bumiaji untuk memenuhi kebutuhan masyarakat Kota Batu khususnya di Desa Ngaglik akan air bersih. Masyarakat sekitar sumber air seperti masyarakat di Desa Gunung Sari, Desa Sumberejo dan Desa Ngaglik sebagai pihak yang kontra atau menolak pengelolaan Sumber Air Ngesong karena mengakibatkan persediaan sumber air semakin berkurang dan penanaman pipa-pipa saluran air membuat fasilitas umum dan lahan pribadi menjadi rusak. Pemerintah Kota Batu melakukan upaya pendekatan dengan sosialisasi kepada masyarakat sekitar sumber air untuk menciptakan kesepakatan antara pihak yang pro dan kontra. Kesepakatan yang dicapai dengan penghijauan di sekitar sumber air, pembetulan kembali fasilitas umum yang dilalui oleh pipa-pipa saluran air dan kompensasi ganti rugi kepada masyarakat yang lahan pribadinya dilalui oleh pipa-pipa saluran air. Kesepakatan yang sudah dicapai menimbulkan keuntungan bagi kedua belah pihak sehingga tercipta bentuk kerjasama antara pihak yang pro dan kontra dalam melakukan pengelolaan terhadap Sumber Air Ngesong.
English Abstract
Research attempts to reveal the influence of water resource management policy which has lead to pro and contra. The pro and contra is between the government of Batu City as the pro party and the community around water resource as the contra party. The city government through its Local Planning and Development Agency has coordinated along with the Official of Cipta Karya and the Drink Water Local Company for the management of Ngesong Water Source at Punten Village, Bumiaji Subdistrict, to meet the demand of the community of Batu City at Ngaglik Village for drink water. The communities around water resource, including Gunung Sari Village, Sumberejo Village and Ngaglik Village, strike by acting as the contra party who reject the management of Ngesong Water Source because the water stock has been decreased and the public facility and personal property are damaged when water pipelines are installed. The government of Batu City approaches the communities by socializing the project to the communities around water resource and the agreement between the pro and the contra is successfully settled. The agreement includes the greening around water source, the repairing of public facilities passed by water pipelines, and the compensation to the communities who their personal properties passed by water pipelines. This agreement is mutually set to create a mutual cooperation between the pro and the contra in the management of Ngesong Water Source.
