Abstract
Penyediaan akses informasi dalam rangka pemerataan pembangunan sarana dan prasarana telekomunikasi seperti internet khususnya di wilayah-wilayah tertinggal, perintisan, perdesaan, perbatasan maupun wilayah terpencil merupakan solusi tepat untuk mempercepat pertumbuhan ekonomi wilayah serta mengurangi kesenjangan digital. Sesuai yang tertuang dalam Peraturan Menteri No.19/PERM.KOMINFO/12/2010 tentang penyediaan jasa akses internet pada wilayah pelayanan universal telekomunikasi internet kecamatan dalam rangka layanan akses internet kecamatan. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana Implementasi Peraturan Menteri Kominfo No.19/PER/M.KOMINFO/12/2010 dalam menyediakan jasa akses internet Kecamatan di Kabupaten Malang melalui program Mobile Pusat Layanan Internet Kecamatan. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan adalah data primer dan sekunder; Data diperoleh melalui observasi, wawancara, dan dokumentasi; instrumen penelitian yang digunakan yaitu peneliti sendiri, pedoman wawancara, dan catatan lapangan; metode analisisnya menggunakan analisis data model interaktif dari Miles dan Huberman dengan alur kegiatan: pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa implementasi Mobile Pusat Layanan Internet Kecamatan (M-PLIK) yang merupakan produk dari Peraturan Menteri No.19/PER/M.KOMINFO/12/2010 belum berjalan dengan maksimal. Hal ini dikarenakan Mobil MPLIK di Kabupaten Malang belum menjangkau pada wilayah perbatasan, terpencil, maupun pada wilayah tertinggal di Kabupaten Malang. Pelaksanaan dilapangan tidak sesuai dengan tujuan peraturan yang dibuat. Program Mobile Pusat Layanan Internet belum dilengkapi Standart Operational Procedure yang jelas, yang menjadikan Program ini tidak terkontrol, dan tidak memiliki tujuan yang jelas. Dalam penerapannya Mobile Pusat Layanan Internet kecamatan hanya menetap pada satu tempat, dikarenakan dana operasional tidak cukup untuk beroperasi. Dalam implementasi Kebijakan ini didukung dengan tersedianya 8 unit armada MPLIK, respon positif dari pemerintah Kabupaten Malang, menggunakan sistem jemput bola dalam pelayanan. Sedangkan penghambatnya adalah sosialisasi tentang MPLIK, sumber daya aparatur, koordinasi aktor pelaksana, serta anggaran.
English Abstract
Providing access to information in order to equitable development of telecommunication infrastructure such as the Internet, especially in disadvantaged regions, planting, rural, border and remote areas is the right solution to accelerate the region's economic growth and reduce the digital divide. According contained in the Ministerial Regulation No.19/PER/M.KOMINFO/12/2010 on the provision of Internet access services in the areas of telecommunications universal service districts in order internet service internet access districts. This study aimed to determine and describe how the Implementation Regulation of the Minister of Communications and Informatics No.19/PER/M.KOMINFO/12/2010 to provide Internet access services in the District of Malang through Mobile Internet Service Center Subdistrict. This study used a descriptive research with a qualitative approach. Source of data used are primary and secondary data. The data obtained through observation, interviews, and documentation; research instruments used were the researchers themselves, guidance interviews, and field notes; methods of analysis using data analysis interactive model of Miles and Huberman with the flow of activities: data collection, data reduction, data display, and conclusion. The results of this study indicate that the implementation of the District Mobile Internet Service Center (M-PLIK) which is a product of the Regulation of the Minister No.19/PER/M.KOMINFO/12/2010 not run at max. This is because car MPLIK in Malang has not reached the border areas, remote, or on the lagging regions in Malang. Implementation of the field is not in accordance with regulations made goals. Mobile Internet Service Center program has not completed the Standard Operational Procedure is clear, which makes this program was not controlled, and does not have a clear purpose. In application Mobile Internet Service Center districts only settle in one place, because not enough operating funds to operate. In the implementation of this policy is supported by the availability of 8 units MPLIK Fleet, the positive response from the Government of Malang Regency, using proactive system in service. While inhibiting socialization of MPLIK, Administrative Resources, Coordination Actor implementers, as well as the budget.
