Abstract
Penelitian ini dilakukan atas dasar untuk mengetahui tingkat efektivitas dan kontribusi Pajak Daerah di Kota Batu sebagai sumber utama Pendapatan Asli Daerah Kota Batu, sehingga dapat di jadikan dasar penialaian tetang pengelolaan Pajak Daerah di Kota Batu apakah sudah berjalan dengan baik atau belum. Teori-teori yang digunakan dalam penelitian ini dimaksudkan untuk menjelaskan tentang pengelolaan keuangan daerah terutama dasar-dasar perpajakan, pajak daerah, serta teori tentang efektivitas pajak daerah serta kontribusi pajak daerah terhadap Pendapatan Asli Daerah. Penelitian ini menggunakan jenis penelitian deskriptif dalam menggambarkan tingkat efektivitas dan kontribusi Pajak Daerah sebagai sumber Pendapatan Asli daerah. Sebagai fokus penelitiannya yaitu mengetahui seberapa besar tingkat efektivitas Pajak daerah di Kota Batu dan mengetahui seberapa besar tingkat kontribusi Pajak Daerah terhadap Pendapatan Asli Daerah di Kota Batu. Hasil analisis yang dilakukan, menunjukkan bahwa tingkat efektivitas Pajak Daerah yang dipungut oleh Dinas Pendapatan Daerah Kota Batu pada dua tahun awal target belum dapat tercapai dengan maksimal, tetapi pada tiga tahun berikutnya terget sudah dapat dicapai dengan maksimal bahkan realisasinya melebihi dari target yang telah ditetapkan. Kontribusi Pajak Daerah terhadap Pendapatan Asli Daerah secara umum dapat dikatakan sangat baik. Dapat disimpulakan bahwa tingkat efektivitas Pajak Daerah Di Kota Batu secara umum terdapat permasalahan pada tahun 2010, dimana penetapan target masih kurang realistis, sehingga tidak tercapai dengan maksimal. Secara umum kontribusi Pajak Daerah terhadap PAD bisa dikatakan sangat baik dan merupakan sumber utama Pendapatan Asli Daerah.
English Abstract
The research was conducted on the basis of determine the level of effectiveness and contribution of Local Taxes in Batu as the main source of Local Original Revenue in Batu, so it can be made the basis of assessment neighbor Local Tax management in Batu, whether it went well or not. The theories used in this study is intended to describes the local financial management, especially the basics of taxation, local taxes, as well as theories about the effectiveness of local taxes and local tax contribution to the source of Local Original Revenue. This research used a descriptive research to illustrate the effectiveness and contribution of Local Taxes as a source of Local Original Revenue. As the focus of his research is to know the extent of the effectiveness of Local Taxes in Batu and know how big the contribution to the Local Tax to Local Original Revenue in Batu. The results of the analysis conducted, showing that the level of effectiveness of Local Taxes levied by the Revenue Office at the Batu City two years early targets can not be achieved with the maximum, but in the next three years can be achieved with the same target already maximal realization even exceed the targets set. Contributions the Local Tax to Source of Local Original Revenue in general can be said to be very good. It can be concluded that the level of effectiveness of Local Taxes In Batu in general there are problems in 2010. Which is still less realistic target setting, so it is not achieved with the maximum. In general contribution the Regional Tax to Source of Local Revenue can be said to be very good and is a major source Of Local Original Revenue.
