Abstract
Kabupaten Gresik berkembang sebagai Kabupaten Industri. Perkembangan Industri yang sangat pesat diharapkan mampu memberikan terobosan baru dalam penerimaan Pendapatan Asli Daerah melalui Retribusi Izin Mendirikan Bangunan maupun Izin Gangguan. Oleh karena itu Pemerintah Kabupaten Gresik memiliki Program Verifikasi Perizinan Usaha Guna Peningkatan Pendapatan Asli Daerah, Program tersebut dimulai sejak tahun 2011, namun pada pelaksanaanya masih banyak perusahaan-perusahaan yang tidak patuh dan membayar retribusi hasil temuan pada pelaksanaan Verifikasi Perizinan Usaha, Permasalahan mengenai pelaksanaan Verifikasi Perizinan Usaha memunculkan tanda Tanya yakni Bagaimana Implementasi Kebijakan Verifikasi Perizinan Usaha Guna Peningkatan Pendapatan Asli Daerah Kabupaten Gresik. Penelitian ini membahas mengenai Bagaimana Implementasi Kebijakan Verifikasi Perizinan Usaha Guna Peningkatan Pendapatan Asli Daerah Kabupaten Gresik, Bagaimana Hasil dari Implementasi Kebijakan Verifikasi Perizinan Usaha dan Bagaimana Kendala-Kendala yang dihadapi Tim Verifikasi Perizinan Usaha. Penelitian ini juga menggunakan Metode penelitian Deskriptif dengan Pendekatan Kualitatif serta memakai model teori implementasi kebijakan menurut Hogwood dan Gunn yang dikutip oleh Wahab. Analisis data yang dipakai adalah model interaktif Miles dan Huberman yang diterjemahkan oleh Tjetjep Rohidi. Hasil dari Penelitian Menunjukkan bahwa Implementasi Kebijakan Verifikasi Perizinan Usaha yang terlaksana di Kabupaten Gresik belum bisa berjalan secara baik hal ini terlihat masih banyaknya pelanggaran yang ditemukan pada pelaksanaan verifikasi perizinan yakni perusahaan yang belum mendaftarkan izin perluasan bangunan atau izin gangguan yang telah habis masa aktif setelah lima tahun namun Kebijakan Verifikasi Perizinan yang dilandasi oleh Surat Keputusan Bupati No 050/504/HK/437.12/2011 tentang Tim Kelompok Kerja Verifikasi berdampak terhadap peningkatan Pendapatan Asli Daerah. Hasil penilitian ini membahas beberapa aspek yakni Pelaksanaan Verfikasi Perizinan Usaha, Prosedur Pelaksanaan Verifikasi Perizinan Usaha, hasil dari kebijakan Verifikasi Perizinan Usaha serta kendala-kendala yang dihadapi oleh tim verifikasi perizinan usaha.
English Abstract
Gresik is growing as District Industrial District. The rapid development of the industry be expected able to provide a breakthrough in the acceptance of the original income through Building Permits and Licenses Disorders . Therefore, the Government has Gresik Licensing Verification Program To Increasing Regional Income, the program began in 2011, but the implementation is still a lot of companies who do not comply and pay fees based on the findings on the implementation of the Licensing Verification, Verification Issues regarding implementation Business Licensing raises the question marks How Licensing Verification Policy Implementation To Improvement Revenue Gresik regency. This study discusses the implementation of Policy Regarding How To Verify Licensing Revenue Increased Gresik regency, How to Verify the Results of the Implementation of Business Licensing Policy and How Obstacles faced Licensing Verification Team. This study also used the descriptive research with qualitative approach and using a theoretical model of policy implementation by Hogwood and Gunn cited by Wahab. Analysis of the data used is an interactive model of Miles and Huberman translated by Tjetjep Rohidi. The results of the study shows that the implementation of the Licensing Verification Policy implemented in Gresik can not walk properly it looks still many violations found at the companys licensing verification is not registered building permit or permit extension disturbance after the expiration of the five active however the Licensing Verification Policy is underpinned by a decree No. 050/504/HK/437.12/2011 about team Verification Working Group resulted in increased source revenue. The results of this research discusses some aspects of the implementation of Verification Business Licensing, Business Licensing Verification Implementation Procedures, the result of the Licensing Verification and constraints faced by business licensing verification team.
