Abstract
Program transmigrasi tidak hanya diarahkan untuk mengatasi permasalahan kependudukan, namun juga sebagai upaya memicu pemerataan pembangunan di Indonesia. Tujuan tersebut dapat dicapai dengan persiapan yang matang dan memperhatikan kebutuhan daerah penempatan dan pengirim transmigrasi. Melalui sistem pemerintahan desentralisasi program transmigrasi diselenggarakan oleh pemerintah daerah dengan menjalin kerjasama antar daerah. Tujuan program transmigrasi diposisikan sebagai cita-cita bersama yang hanya dapat diwujudkan oleh daerah pengirim bersama daerah penempatan transmigrasi. Penelitian ini berfokus pada masalah bagaiman kerjasama antar Pemerintah Kabupaten Kubu Raya dengan Kabupaten Madiun dalam persiapan pelaksanaan program transmigrasi? dan apa sajakah faktor pendung dan pengahambat persiapan pelaksanaan program transmigrasi melalui kerjasama antar daerah?. Metode penelitian dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif dan menggunakan teknik analisis data model Spradley. Pada penelitian ini, peneliti melakukan penelitian utama di Dinas Sosial Tenagakerja dan Transmigrasi Kabupaten Kubu Raya. Hasil dari penelitian menunjukan bahwa Kerjasama antar pemerintah Kabupaten Kubu Raya dan Kabupaten Madiun dalam persiapan pelaksanaan program transmigrasi diselenggarakan berdasarkan Petunjuk Teknis Tata Cara Kerjasama antar Daerah yang meliputi proses persiapan kerjasama, penjajakan kerjasama, pembahasan dan penandatanganan perjanjian kerjasama, dan proses persiapan pelaksanaan program transmigrasi. Di dalam proses kerjasama tersebut terkandung prinsip-prinsip kerjasama yang menunjukan bahwa persiapan pelaksaan program transmigrasi diselenggarakan dengan melibatkan beberapa stakeholders di daerah, sehingga program transmigrasi diselenggarakan berdasarkan kebutuhan daerah dengan mendapat dukungan dari masyarakat. Walaupun demikian, dalam menjalankan tugas dan tanggungjawabnya Pemerintah Kabupaten Kubu Raya dan Pemerintah Kabupaten Madiun mengalami beberapa hambatan. Agar persiapan pelaksanaan program transmigrasi dapat dilaksanakan sebagaimana telah disepakati bersama dalam naskah perjanjian kerjasama, maka Pemerintah Kabupaten Kubu Raya dan Pemerintah Kabupaten Madiun perlu mengoptimalkan peran stakeholders di daerah. Hal tersebut juga perlu didukung dengan peningkatan alokasi dana APBD dan sharing dana APBD oleh kedua kabupaten tersebut.
English Abstract
Transmigration program is not only directed to overcome the problems of population, but also as an effort to trigger equitable development in Indonesia. These objectives can be achieved with proper preparation and attention to the needs of the placement area and transmigration sender. Through a decentralized system of government transmigration program organized by the local government to establish inter-regional cooperation. The purpose of the transmigration program is positioned as a common goal that can only be realized by sending along the placement area transmigration. This study focuses on the problem of how intergovernmental cooperation the local government of Kubu Raya Regency and the local government of Madiun Regency in Preparation of Implementation Transmigration Program? and what are the contributing factors and inhibitors, the Preparation of Implementation Transmigration Program through intergovernmental cooperation the local government?. The research method in this study is a qualitative method and descriptive approach using model data analysis techniques Spradley. In this study, researchers conducted a major study in Dinas Sosial, Tenaga Kerja dan Transmigrasi of Kubu Raya Regency. The results of the study showed that the intergovernmental cooperation the local government of Kubu Raya Regency and the local government of Madiun Regency in Preparation of Implementation Transmigration Program was organized by the Technical Instructions Procedure for Cooperation between regions which include the preparation process of cooperation, assessment of cooperation, discussion and signing of a cooperation agreement, and the process of preparation of the transmigration program. In the process of cooperation embodied the principles of cooperation shows that the preparation of implementation transmigration program was organized with the involvement of multiple stakeholders in the area, so that the transmigration program organized by the needs of the region with the support of the community. However, in carrying out their duties and responsibilities Kubu Raya Regency and the local government of Madiun Regency experienced some obstacles. In order for the preparation of the resettlement program can be implemented as agreed in the agreement of cooperation, the Kubu Raya Regency and the Madiun Regency need to optimize the role of stakeholders in the region. It also needs to be supported by an increase in budget allocation and sharing of budget funds by the two districts.
