Abstract
Pelaksanaan kebijakan yang selama ini dilaksanakan di Lembaga Pendidikan belum mampu memberikan hasil-hasil yang mendukung kinerja Dinas-Dinas Pendidikan untuk mengakomodir kebutuhan administratif pendidikan. Untuk itu Kemendikbud mengeluarkan Kebijakan SIAP (Sistem Informasi Administrasi Pendidikan) merupakan kebijakan yang diputuskan oleh Kementrian Pendidikan yang bekerjasama dengan PT.TELKOM, yang diperuntukan bagi Dinas Pendidikan dan juga Lembaga Pendidikan dalam rangka mempermudah sistem informasi administrasi antar seluruh sekolah dan Dinas Pendidikan dalam kebutuhan administratif pendidikan yang terintegrasi dan cepat dalam prosesnya. Atas dasar latar belakang tersebut penelitian ini membahas tentang evaluasi kebijakan SIAP (Sistem Informasi Administrasi Pendidikan) yang tengah berjalan di kota Malang untuk mencari bagian-bagian yang perlu di evaluasi selama proses berjalanya kebijakan tersebut. Dalam penelitian ini penulis menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Untuk mempermudah peneliti dalam melaksanakan penelitian, dilakukan metode pengumpulan data melalui wawancara, observasi dan pemanfaatan data sekunder dan data primer sebagai pendukung informasi. Data sekunder diperoleh dari MOU SIAP online,juknis dan prosedur palaksanaan SIAP online. Sedangkan data primer diperoleh dari wawancara dan observasi. Dari hasil penelitan dijelaskan bahwa dalam mengimplementasikan kebijakan SIAP online dibutuhkan evaluasi untuk menilai berjalanya kebijakan SIAP online. dan untuk mendapatkan suatu nilai evaluasi untuk mengukur kesesuaian kebijakan tersebut mulai dari proses formulasi sampai proses implementasi dalam mencapai tujuan yang diharapkan oleh kebijakan SIAP online. Adanya kerjasama kementrian pendidikan dengan PT.TELKOM yang bertugas sebagi implementor untuk menciptakan suatu sistem pendukung kinerja Dinas- Dinas Pendidikan dan Lembaga Pendidikan untuk mengakomodir kebutuhan administratif pendidikan ini menjadikan kebijakan SIAP online diputuskan menjadi kebijakan yang harus dilaksanakan oleh seluruh Lembaga Pendidikan Nasional tidak terkecuali di kota Malang. Dalam pelaksanaan kebijakan SIAP online maka dibutuhkan dari setiap aktor yang berperan. yaitu Dinas Pendidikan kota Malang, lembaga pendidikan kota Malang dan juga PT.TELKOM agar terjadinya sinergitas koordinasi dalam pelaksanaan SIAP online di Kota Malang. Selain itu untuk dapat meningkatkan mutu pendidikan maka seluruh sekolah-sekolah di Kota Malang maka harus mengikuti aturan dan prosedur pelaksanaan SIAP online.
English Abstract
Implementation of policies that have not been implemented in educational institutions capable of delivering results that support the performance of ministries of education to accommodate the administrative needs of education. For the Ministry of Education issued a policy of SIAP (Educational Administration Information System) is a policy that is decided by the Ministry of Education in cooperation with PT Telkom, which is intended for education authorities and educational institutions in order to facilitate the administration of information systems across the whole school and education authorities the administrative needs and quickly integrated education in the process. On the basis of this background, this study discusses the policy evaluation of SIAP (Educational Administration Information System) is underway in the unfortunate town to find the parts that need to be evaluated during the running of the policy. In this study the authors use qualitative research with a descriptive approach. To facilitate researchers in conducting the study, conducted data collection methods through interviews, observation and the use of secondary data and primary data as supporting information. Secondary data were obtained from the MOU (memorandun of undesrtanding) SIAP online, guidelines and procedures for the implementation of online SIAP. While the primary data obtained from interviews and observations. From the results of that research are described in the online SIAP policies needed to implement evaluation to assess berjalanya SIAP policy online. and to obtain a value of evaluation to measure the suitability of the policy formulation process until the start of the implementation process to achieve the expected goals by SIAP policy online. Cooperation with the education ministry who served as a implemantor PT.Telkom to create a support system performance of ministries of education and educational institutions to accommodate the needs of the educational administrative policy making online SIAP decided that the policy should be implemented by all national educational institutions are no exception in the city of Malang. support of his net SIAP policy online , which is also working with the city education office were unfortunate to run the online SIAP policy in educational institutions in the malang city. In the implementation of the required policies online SIAP of every actor who plays a role. namely the Department of Education in Malang, Malang educational institutions and also PT.TELKOM that the synergy of coordination in the implementation of online SIAP in Malang. In addition to improving the quality of education for the entire school in Malang, it must follow the rules and procedures for implementing the policy SIAP online.
