Abstract
Penelitian tentang pengembangan CSR dalam mewujudkan community development (studi pada program kemitraan dan bina lingkungan (PKBL) PG Ngadirejo) dilandasi oleh analisis strategi PG Ngadirejo terhadap mitra utamanya dan pelaksanaan kegiatan sosial PG Ngadirejo terhadap masyarakat dalam mewujudkan community development. Oleh karena itu, perlu di analisis kembali pelaksanaan pengembangan CSR melalui PKBL PG Ngadirejo dengan mengacu pada perspektif pendekatan community development . Sehingga dapat teridentifikasi faktor pendukung dan penghambat dari pelaksanaan tersebut. Metode penelitian yang digunakan adalah metode analisis dengan pendekatan kualitatif. Analisis data yang digunakan untuk mengupas strategi PG Ngadirejo adalah menggunakan analisis kualitatif model Spradley. Pada model analisis ini peneliti melakukan tahapan analisis kualitatif, yakni analisis domain, analisis taksonomi, analisis komponensial dan analisis tema budaya terkait pengembangan CSR untuk mewujudkan community development melalui PKBL PG Ngadirejo. Hasil analisis pengembangan CSR untuk mewujudkan community development melalui PKBL PG Ngadirejo menggunakan pendekatan community for development karena dalam PKBL dominasi perusahaan masih sangat besar sehingga inisiatif mitra atau masyarakat masih terbatas. Selanjutnya dalam program kemitraan ditemukan perbedaan dalam penerapan sistem keuangan. PG Ngadirejo menggunakan sistem kapitalistik industrial modern sedangkan petani menggunakan sistem kapitalistik agraria, sehingga kemitraan menjadi tidak optimal. Sedangkan dalam program bina lingkungan terdapat temuan kesalahpahaman dalam mengartikan program bina lingkungan dalam pelayanan terhadap masyarakat ring I melalui kegiatan sosial dan ketidaksesuaian kebutuhan dengan kegiatan sosial menjadikan ketidakpuasan salah satu aktor dalam pelaksanaan program bina lingkungan. Mengacu pada hasil analisis tersebut maka terdapat 5 rekomendasi. Pertama, pengakuan PG Ngadirejo terhadap petani bibit dan menjadikannya pemangku kepentingan. Kedua, PG Ngadirejo harus mengubah sistem pembayaran kredit kepada petani bibit. Ketiga, Pembentukan koperasi untuk petani tebu dan petani bibit. Keempat, forum komunikasi dalam penentuan jenis kegiatan sosial. Kelima, peran yang jelas untuk pemerintah dalam program kegiatan sosial.
English Abstract
Research on CSR of development in creating community development (studies on partnerships and community development programs (PKBL) Ngadirejo Sugar Factory) based on the analysis of Ngadirejo sugar factory strategy against its major counterparts and implementing social activities Ngadirejo sugar factory on surrounding communities in realizing community development. Therefore, the re-analysis of the implementation of the development of CSR through partnerships and community development programs Ngadirejo sugar factory with reference to the perspective of the community development approach. It is necessary to identify the enabling and inhibiting factors of the implementation. The method used is the method of analysis with a qualitative approach. Analysis of the data used to peel Ngadirejo sugar factory strategy is to use a qualitative analysis of the model Spradley. In this analysis model researchers conducted a qualitative analysis stage, the domain analysis, taxonomic analysis, componential analysis and analysis of cultural themes releated CSR development in creating community development through partnerships and community develpment programs Ngadirejo sugar factory. The results of the analysis of CSR development in realizing community development through partnerships and community development programs of Ngadirejo sugar factory using a community for development approach because of the dominance of partnerships and community develpment programs. Ngadirejo sugar factory is still a very large company but partnership or community initiatives is still limited. Furthermore, the partnership program is found differences in the application of the financial system. Ngadirejo sugar factory using modern industrial capitalistic system while farmers use agrarian capitalist system, so the partnership is not optimal. While the community development programs misunderstanding in interpreting the findings contained community development programs in service to the community through social activities the first ring and the discrepancy needs dissatisfaction with social activities makes one of the actors in the implementation of community development programs. Referring to the results of the analysis, it contained five recommendations. First, recognition of Ngadirejo sugar factory about farmer seed and stakeholders making. Second, Ngadirejo sugar factory have to change the payment system credit to farmers seed. Third, Forming cooperatives for sugarcane farmers and farmer seed. Fourth, communication forums in determining the type of social activities. Fifth, a clear role for government in social activities program.
