Abstract
Penelitian tentang upaya NGO dalam mencegah kekerasan seksual pada remaja dilandasi atas dasar fakta yang tidak sebanding dengan program pemerintah Kabupaten Tulungagung. Kenyataan yang terjadi di lapangan, jumlah kekerasan seksual sebanyak 46 di tahun 2011 mengalami penurunan menjadi 36 di tahun 2012, namun tahun 2013 mengalami peningkatan sebanyak 49. Peneliti untuk mencari ketepatan permasalahan yang terjadi, maka penelitian ini menggunakan jenis penelitian kualitatif pendekatan deskriptif dengan mewawancarai 7 orang dari LPA, BP3AKB, UPPA untuk memperkuat penelitian fenomenologis. Dalam penelitian ini berusaha mendeskripsikan, menganalisis akan pentingnya peran LSM, masyarakat, pemerintah dalam mencegah terjadinya kasus kekerasan seksual pada remaja. Mengingat remaja merupakan bekal suatu bangsa pada masa yang akan datang. Oleh karenanya anak berusia 0-18 tahun wajib dilindungi oleh keluarga, masyarakat, dan pemerintah, serta mendeskripsikan faktor pendukung dan penghambat NGO mencegah kekerasan seksual pada remaja istilah tersebut biasa dikenal dengan child sexual abuse. Hasil penelitian menunjukkan bahwa: 1. LPA sebagai NGO, berupaya penuh memberikan perlindungan pada anak, melalui berbagai kegiatan sosialisasi dengan koordinator dari pihak pemerintah yaitu BP3AKB. 2. Faktor pendukung dalam pencegahan kekerasan seksual pada remaja adalah dibentuknya tim gugus KLA, dan adanya pihak pemerintah yang mengintervensi kegiatan LPA yaitu BP3AKB sebagai koordinator kegiatan sosialisasi dan UPPA sebagai pihak yang turut serta menangani kekerasan, ada pihak swasta yaitu radio Perkasa yang bekerjasama dalam rangka menyiarkan informasi tentang pentingnya perlindungan anak. Faktor penghambat dalam pencegahan kekerasan seksual terdiri dari faktor sosial, faktor ekonomi, faktor kondisi geografis. Mengacu pada hasil analisis tersebut maka terdapat 3 rekomendasi, baik untuk LPA sebagai LSM maupun instansi-instansi terkait yang menjadi tim gugus tugas KLA Kabupaten Tulungagung yaitu : 1. Hubungan kolaborasi yang semakin diperkuat antara tim gugus KLA dengan LPA. 2. Perlunya pengendalian dan pengawasan oleh instansi terkait keberadaan warkop sebagai faktor penghambat pencegahan kekerasan seksual pada anak. 3. Penguatan moral beragama pada masyarakat dan anak-anak oleh pemerintah setempat dengan mengacu pada tupoksi masing-masing instansi.
English Abstract
The study of the efforts of NGO’s is LPA effort in preventing sexual adolescents which is based on the basis of the fact that is not directly proportional with Tulungagung government’s programs. The fact that is happening in the field is the number of sexual violence from 2011 decreased in 2012, but in 2013 increased 49 until victims. The most victims are female. The efforts by which is done by writer to look for accuracy problems that occur, this study uses descriptive qualitative approach with 7 informant from LPA, BP3AKB, and UPPA to support this research. In this study the writer tries to describe and analyze the importance of the effort of NGO, society, and government in preventing the occurrence of sexual violence case in adolescents. Adolescents are the leaders of this nation in the future so that the children in age 0-18 years. Should be protected by their family, society, and government. The writer also describes the seconder and inhibitor factors NGO in preventing child sexual abuse, commonly known as child sexual abuse. The results showed that: 1. LPA as NGO, makes effort to give full protection to the children through a variety of socialization activities with the coordinator of the government’s BP3AKB. 2. Supporting factors in the prevention of sexual violence in adolescents arre the establishment of KLA team, and the presence of the government in its intervention activities of LPA, that is BP3AKB as socialization activity coordinator and UPPA as participating party handle the violence, there is a private institution, that is Radio Perkasa that works together to broadcast information about the importance of child protection. Inhibiting factor in the prevention of sexual abuse are social factors, economic factors, and geographical conditions factors. Referring to the results analysis, it contains three recommendations for LPA as NGO and related institutions which join to KLA Tulungagung team, that are: 1. Relationship collaboration is strengthened between KLA teams and LPA. 2. The need for controlling and monitoring by institutionsconcerns with the existence of warkop as inhibitor in preventing factor of sexual violence in adolescents. 3. Strengthening religious morals on society and children by local authorities by referring to the duties of each institution .
