Abstract
Pengelolaan dan pelestarian Situs Majapahit Trowulan merupakan tanggung jawab Pemerintah Kabupaten Mojokerto sebagai penyelenggaraan urusan wajib di bidang kebudayaan. Namun, pengelolaan dan pelestarian Situs Majapahit Trowulan juga menjadi tanggung jawab Pemerintah Pusat, karena Situs Majapahit Trowulan telah ditetapkan sebagai Cagar Budaya Nasional melalui Kepmendikbud No. 260 Tahun 2013 tentang Penetepan Satuan Ruang Geografis Trowulan sebagai Kawasan Cagar Budaya Tingkat Nasional. Sehingga perlu adanya pembagian urusan pada pengelolaan dan pelestarian Situs Majapahit Trowulan, serta peran aktif tiap-tiap aktor yang terlibat, baik aktor dari Pemerintah Pusat maupun Pemerintah Daerah. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dan dibatasi oleh dua fokus penelitian yaitu (1) pengelolaan dan pelestarian cagar budaya, dengan rincian, pengelolaan terdiri dari regulasi dan anggaran, serta pelestarian terdiri dari penyelamatan dan pengamanan, zonasi, pemeliharan dan pemugaran; (2) aktor-aktor dalam pengelolaan dan pelestarian cagar budaya, meliputi aktor-aktor yang terlibat, serta peran dan hubungan antar aktor-aktor yang terlibat. Sedangkan, analisa data yang digunakan adalah analisa data model interaktif dengan tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Pengelolaan Situs Majapahit Trowulan dilandaskan atas beberapa regulasi yaitu UU No.11 Tahun 2010 tentang Cagar Budaya, Permendikbud No.52 Tahun 2012 tentang Organisasi dan Tata Kerja BPCB, Permendikbud No.28 Tahun 2013 tentang Rincian Tugas BPCB, Kepmendikbud No. 260 Tahun 2013 tentang Penetepan Satuan Ruang Geografis Trowulan sebagai Kawasan Cagar Budaya Tingkat Nasional, dan Perda Kabupaten Mojokerto No.9 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kabupaten Mojokerto Tahun 2012-2032. Selain regulasi, juga diperlukan anggaran dalam pengelolaan dan pelestarian Situs Majapahit Trowulan. Anggaran bersumber dari APBN, ABPD Provinisi Jawa Timur, dan APDB Kabupaten Mojokerto. Sedangkan pelestarian Situs Majapahit Trowulan dilakukan dengan cara penyelamatan dan pengamanan, zonasi, serta pemeliharaan dan pemugaran. Penyelamatan dan pengamanan dilakukan dengan pemantauan langsung secara berkala terhadap Situs Majapahit Trowulan dan penyelamatan terhadap temuan baru. Ada pemberian reward terhadap warga yang menemukan benda cagar budaya. Kemudian, ada pula sosialisasi pelestarian cagar budaya yang dilakukakn oleh BPCB Mojokerto. Secara zonasi, Situs Majapahit Trowulan merupakan zonasi pariwisata, zonasi kawasan strategis kabupaten dari sudut kepentingan sosial budaya, serta kawasan industri. Pemeliharan dilakukan dengan menempatkan juru pelihara di vii tiap situs, pemugaran dilakukan kurang lebih dua sampai tiga kali dalam setahun. Pemeliharaan dan Pemugaran menjadi tanggung jawab Pemerintah Pusat Kementerian Pendidikan dan Kebudayaan melalui BPCB. Aktor-aktor yang terlibat dalam pengelolaan dan pelestarian Situs Majapahit Trowulan yaitu (1) Bappeda, berperan sebagai pihak perencana usulan program dari SKPD terkait; (2) Disporabudpar, sebagai pelaksana teknis di tingkat daerah; (3) BPCB, merupakan UPT Pemerintah Pusat di lingkungan Kementerian Pendidikan dan Kebudayaan, Direktorat Jenderal Kebudayaan. Dalam rangka pengelolaan dan pelestarian Situs Majapahit Trowulan perlu dibuat regulasi khusus, dan juga yang mengatur tentang hubungan aktor-aktor yang terlibat. Penganggaran juga perlu dioptimalkan secara proporsional agar tidak terjadi lagi program yang terkendala karena keterbatasan anggaran. Dari sisi sumber daya manusia perlu adanya peningkatan kualitas, khususnya secara tingkat pendidikan. Pemerintah juga perlu menjalin kerja sama dengan pihak swasta, agar tumbuh inovasi dalam pengelolaan dan pelestarian Situs Majapahit Trowulan. Selain itu, Situs Majapahit Trowulan perlu diusulkan untuk menjadi warisan budaya dunia, agar kelestariannya lebih terjaga.
English Abstract
The management and conservation of Trowulan Majapahit site is the responsibility of Mojokerto Government as the implementation of compulsory program in the cultural field. However, it also can be the responsibility of the Central Government, as Majapahit Trowulan site has been decided as National Cultural Heritage Conservation through Kepmendikbud No. 260 in the year of 2013 about the decision of Trowulan Geographic Area as National Cultural Heritage. Thus, it is needed to divide the duties related to the management and preservation of Trowulan Majapahit site, and to have active roles from each stakeholder, both from Central and Local Government. This study is a descriptive qualitative and is limited by two research focus, namely (1) the management and preservation of cultural heritage with details; the management consists of regulation and budget, conservation consists of safety and security, zoning, maintenance and restoration; (2) the stakeholders involved and their relation among each other in the management and preservation of cultural heritage. Meanwhile, the data analysis used in this study is interactive model data analysis that consists of several stages namely data collection, data reduction, data display, and conclusion. The management of Trowulan Majapahit site is based on several regulations namely the Law No. 11 in the year of 2010 about Cultural Heritage Conservation, Permendikbud (Regulations of Education and Cultural Ministry) No. 52 in the year of 2012 about Organization and Work of BPCP, Permendikbud No. 28 in the year of 2013 about the details of BPCB duties, Kepmendikbud No. 260 in the year of 2013 about the decision of Trowulan Geographic Area as National Cultural Heritage, and Perda (Local Regulations) of Mojokerto No.9 in the year of 2012 about the planning of setting the areas in Mojokerto 2012- 2013. Beside regulation, it is needesd a budget in the management and preservation of Trowulan Majapahit site. It can be achieved from APBN (National budget), APBD of East Java (Local budget), and APBD of Mojokerto. Meanwhile, the preservation of Trowulan Majapahit site is implemented through safety and security, zoning, maintenance and restoration. Safety and security are implemented by regularly doing a direct monitoring toward Trowulan Majapahit site and a safety of new findings. There are rewards for citizen who found objects of cultural heritage. Next, there is a socialization of cultural heritage conservation undergone by BPCB of Mojokerto. From the zone side, Trowulan Majapahit site is a tourism zone, a strategic area of social and cultural field, and industrial area. Maintenance is implemented by placing the experts in each site, meanwhile the restoration is carried out ix approximately two or three times a year. Maintenance and restoration become the responsibility of central government of Education and Culture Ministry through BPCB. The stakeholders involved in the management and preservation of Trowulan Majapahit site are (1) Bappeda, who acts as the planner of proposal program from SKPD; (2) Disporabudpar, who roles as the technical in local area; (3) BPCB, which is a technical executor unit of Central Government in the Ministry of Education and Culture, Cultural General Directorate. In accordance to the management and preservation of Trowulan Majapahit site, a particular regulation and the rules that administer the relation among stakeholders are needed to be made. The budgeting also needs to be optimized appropriately so that there will be no problem for the program realization because of the limitation of the budget. From the human resources side, it is needed to increase their qualities especially from education field. The government also needs to collaborate with the private sector in order to develop the innovation in the management and preservation of Trowulan Majapahit site. The last but not least, Trowulan Majapahit site needs to be proposed as the world cultural heritage in order to preserve its originality.
