Abstract
Penelitian ini adalah tentang konsep Eco-Office yang mana pemerintah selaku pembuat kebijakan, selalu mendorong masyarakat untuk melakukan kegiatan ramah lingkungan. Namun, dalam hal ini pemerintah sendiri tidak mau menerapkannya dan tidak ada usaha untuk menjadi panutan (pioneer) khusunya di lingkungan kerja (kantor) untuk menerapkan Eco-Office. Tujuan dari penelitian adalah untuk mengetahui, mendeskripsikan dan menganalisis pendapat stakeholders mengenai penerapan konsep Eco–Office, alternatif yang diberikan stakeholders yang dapat diterapkan untuk pelaksanaan Eco–Office, dan langkah-langkah strategis alternatif yang dilakukan untuk tercapainya konsep Eco–Office. Metode yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif dengan menggunakan analisis data deskriptif melalui tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini menghasilkan suatu kesimpulan bahwa dari beberapa pendapat stakeholders yaitu dari Sekretariat Daerah Kota Probolinggo, Dinas Pendapatan Pengelolaan Keuangan dan Aset, Badan Kepegawaian Daerah, Badan Lingkungan Hidup Kota Probolinggo, Cleaning Service, dan Masyarakat Kota Probolinggo sebagai penerima layanan bahwa konsep Eco-Office dalam rangka mewujudkan perkantoran ramah lingkungan di Kantor Walikota Probolinggo belum terlaksana secara maksimal. Dengan demikian perlu adanya strategi alternatif yang diberikan oleh para stakeholders terkait pelaksanaan Eco-Office di Kantor Walikota Probolinggo, antara lainmemperhatikan upaya pengelolaan sampah, setiap SKPD memiliki bak sampah yang berbeda sesuai dengan jenis sampah, pengaturan tata ruang staff, membiasakan penggunaan kertas double side, mengadakan sosialisasi atau penyuluhan, setiap SKPD melakukan upaya penghijauan dan setiap pegawai meningkatkan kesadaran diri sendiri dan juga Selain itu adanya strategi alternatif dari peneliti sendiri sebagai bentuk rekomendasi yaitu melalui “Seven Resolution Strategy of Eco-Office” untuk mewujudkan Eco-Office di Kantor Walikota Probolinggo. Kemudian sarannya adalah membiasakan perilaku peduli lingkungan, perlu memiliki komitmen dan konsistensi yang kuat dari pimpinan dan staff untuk mewujudkan Eco-Office, pembentukan system operating procedure (SOP), harus implementatif tidak hanya wacana, perlu adanya kedisiplinan waktu bekerja, meningkatkan akuntabilitas terhadap lingkungan kantor, merubah mindset untuk seluruh aparat pemerintah bahwa Eco-Office ini semestinya diawali oleh kantor-kantor pemerintah.
English Abstract
This research is about Eco-Office concept in which the government as the policy maker always encourages the people to do environmental friendly activities. It is unfortunate to find that the government does not have willingness to apply this concept and seems lack of attempt to be pioneer at work environment in the application of Eco-Office. The objectives of research are to understand, describe and analyze the opinion of stakeholders about the application of Eco-Office concept, the alternatives that may be communicated to stakeholders for the application of Eco-Office, and alternative strategic steps for the achievement of Eco-Office concept. Research method is descriptive research with qualitative approach. Data analysis technique is descriptive through stages such as data collection, data reduction, data presentation, and conclusion remark. Research has concluded that some opinions of stakeholders including Local Secretariat of Probolinggo City, The Official of Income and Management of Finance and Asset, Local Employment Agency, Life Environment Agency of Probolinggo City, Cleaning Service, and Community of Probolinggo City, as the receiver of service, have stated that Eco-Office concept to establish environmental friendly office at Probolinggo Mayor Office is not implemented favorably. Alternative strategies, therefore, must be communicated to stakeholders to the interest of application of Eco-Office at Probolinggo Mayor Office. These strategies include the management of trash, the arrangement of staff space, the habituation of the use of double side paper, and the socialization or counseling. Each SKPD has done greening activities. Every employee has improved self-awareness. Alternative strategy may be also in the form of recommendation, such as “Seven Resolution Strategies of Eco-Office” to establish Eco-Office at Probolinggo Mayor Office. It may be suggested that it is important to encourage the environmental friendly behavior, to have strong commitment and consistency from leader and staff to establish Eco-Office, to develop system operating procedure (SOP), to be implementer not only discourse setter, to increase time discipline at work, to improve accountability for office environment, and to change the mindset of all government officers that Eco-Office must be initiated by governmental offices.
