Abstract
Penerapan otonomi daerah diberbagai wilayah menimbulkan berbagai ragam persoalan yang berkaitan dengan perubahan status wilayah, baik itu berubahnya kota administatif menjadi kota madya atau kota, maupun perubahan Desa menjadi Kelurahan, seperti yang terjadi pada Perubahan status Kota Batu sebagai Kota Administratif dalam praktiknya diikuti dengan adanya perubahan status desa menjadi kelurahan, salah satunya adalah perubahan yang terjadi di Desa Dadaprejo menjadi kelurahan yang diatur melalui Peraturan Daerah Kota Batu Nomor 13 tahun 2010. Tujuan pengesahan ini adalah untukmendiskripsikandanmenganalisisperubahan status desamenjadikelurahan di Dadaprejosertauntuk mengetahui kondisipelayananpublik di kelurahandadaprejo. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Fokus dari penelitian ini adalah perubahan status desa menjadi Kelurahan Dadaprejo dilihat dari prakarsa dan kesepakatan masyarakat serta peran dari Kepala Desa berikut BPD-nya (Badan permusyawaratan Desa) dalam mengawal perubahan terkait dengan syarat pembentukan kelurahan juga pelayanan publik yang dihasilkan. HasilpenelitianinimenunjukkanbahwaPerubahan Status DesamenjadiKelurahanDadaprejodalam Kerangka Pelayanan Publik menghasilkan pelayanan yang belum maksimal dan perlu ditingkatkan diantaranyapembenahan untuk pelayanan dari ketepatan waktu pelayanan, kesopanan dan keramahan serta minimnya kenyamanan dalam memperoleh pelayanan berkaitan dengan lokasi, ruang, tempat dimana pembangunan belum dapat terpenuhi secara menyeluruh setelah berjalan kurang lebih 4 (empat) tahun. Proses perubahan status desa dadaprejo menjadi kelurahan menghasilkan perubahan yang bersifat normatifsesuai dengan Undang-Undang Nomor 32 tahun 2004 serta Permendagri Nomor 28 Tahun 2006 tentang Pembentukan, Penghapusan, Penggabungan Desa Dan Perubahan Status Desa Menjadi Kelurahan.Namun dalam pelaksanaannya proses perubahan ini menghasilkan perubahan yang bersifat empirik yang merupakan sinergi antar Undang-Undang Nomor 22 tahun 1999 menjadi Undang-Undang Nomor 32 tahun 2004 yang kontraproduktif, sehingga perubahan ini sebagai konsekuensi dari hilangnya aset desa menjadi milik Pemkot Batu yang selanjutnya diberdayakan menjadi kantor Kelurahan Dadaprejo, serta berubahnya tatanan otonomi desa menjadi birokrasi kota yang terpusat pada sistem pemerintahan yang berada diatasnya.
English Abstract
The implementation of regional autonomy in many areas pose a wide variety problem relating with changes in status of the region, be it a change in into a municipalities An administrative city or town, or village changes into Urban, as happened in the change of status as the City Administrative Batu City in practice it followed by a change status of the village into urban, one of which is the change happened in the village of urban Dadaprejo be regulated through the Regional Regulation Batu City No. 13 of 2010. The purpose of this validation is to describe and analyze changes in the status of the village into urban in Dadaprejo well as to determine the condition of public services in the urban villages dadaprejo. The method used in this study is a qualitative method. The focus of this study is the change in the status of the village into Urban Dadaprejo viewed of society initiative and the deal well as the role of village chief following his BPD (Village Consultative Bureau) in guarding the requirements changes associated with the the formation of urban villages public services are also the generated. The results of this study showed that changes become Urban Village Status Dadaprejo in Public Services Framework generates maximum service not yet and needs to be improved including improvements to the service of the timeliness of service, courtesy and friendliness well as the lack of convenience in obtaining services related to location, space, places where development can not be fulfilled thoroughly after walking less than 4 (four) years.The process of changing the status of the village become urban villages dadaprejo generate normative changes in accordance with Law No. 32 of 2004 well as Permendagri No. 28 of 2006 on Establishment, Abolition, the Village Merging and Change Status to Become Urban Village. However, in the implementation process of these changes generate changes that are empirically that a synergy between the Law No. 22 of 1999 to Act No. 32 of 2004 which is counterproductive, so this change as a consequence of the loss of village assets belong to the Batu city Governments is further empowered Dadaprejo into the Village, and change of structure of village autonomy into the city bureaucracy centered governance system that is above it.
