Abstract
Penelitian ini dilakukan atas dasar bahwa banyak pelayanan yang diberikan oleh pemerintah kepada masyarakat masih berkonsep Top-Down, yaitu kebijakan yang dikeluarkan oleh pemerintah tanpa melihat apa yang dibutuhkan dan diperlukan oleh masyarakat, bahkan hampir seluruh pelayanan yang diberikan kepada masyarakat menjadi tanggungjawab penuh pemerintah. Sehingga diperlukan sebuah pemberian pelayanan yang Demokratis, yaitu pelayanan yang diberikan atas dasar kebutuhan masyarakat, serta perlu adanya pembagian kewenangan dan terjalinnya sinergitas antar elemen masyakat untuk dapat melayani dan mengurus diri mereka sendiri, sehingga tercipta sebuah administrasi publik yang demokratis. Penelitian ini berfokus pada masalah bagaimana proses terjalinnya sinergitas Stakeholders dalam pengelolaan sampah terpadu untuk Administrasi Publik yang Demokratis dalam Perspektif Teori Governance? Dan Faktor apa sajakah yang mempengaruhi sinergitas Stakeholders dalam pengelolaan sampah terpadu untuk Administrasi Publik yang Demokratis dalam Perspektif Teori Governance? Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Data diperoleh dengan melibatkan Dinas Cipta Karya dan Tata Ruang Kabupaten Malang, Kecamatan Dau, Desa Mulyoagung, Puskesmas Dau, masyarakat Desa Mulyoagung dan Rekanan Lapak Sampah. Analisis data dilakukan dengan model interaktif Miles dan Huberman. Hasil dari penelitian menunjukkan proses terjalinnya sinergitas antar Stakeholders berawal dari permasalahan sampah masyarakat Desa Mulyoagung dan adanya proses demokrasi yang terlihat pada musyawarah yang dilakukan untuk mencari solusi permasalahan sampah tersebut. Serta ditemukan juga adanya bisnis kepublikan di TPST Mulyoagung dengan cara menjual lapak sampah kepada pihak rekanan dan adanya koperasi. Administrasi publik yang demokratis tercipta tatkala penentuan kebijakan ditetapkan bersama antara pemerintah dengan elemen masyarakat. Terdapat faktor pendukung yaitu dukungan pemerintah berupa kebijakan, arahan dan bimbingan, peran aktif masyarakat dalam mengelola, menghasilkan dan membayar iuran sampah, keterlibatan rekanan lapak sampah dalam pembiayan operasional TPST dan faktor penghambat sinergitas antar Stakeholders dalam pengelolaan sampah terpadu di TPST Mulyoagung Bersatu adalah perilaku sebagian masyarakat yang pragmatis terhadap pengelolaan sampah. Diperlukan sebuah kebijakan untuk melestarikan dan mengembangkan TPST Mulyoagung Bersatu dengan cara membuka keran kerjasama dengan berbagai pihak agar tercipta pencapaian tujuan yang lebih efektif, efisien dan ekonomis. Perlu adanya kebijakan untuk mengembangkan TPST Mulyoagung Bersatu sebagai tempat wisata dan edukasi agar lebih merubah pandangan tentang sampah
English Abstract
This research was conducted based on the number of services provided by the government to the people are still the concept of Top-Down, which is issued by a government policy without seeing what was needed and required by society, even most of the services provided to the public are the fully responsibility of the government . So, we need a Democratic administration services, which services provided based on the needs of the community, and there needs to be sharing of authority and the establishment of synergy between elements of communities in order to serve and take care of themselves, so they can create a democratic public administration. This study focuses on the problem of how the process of establishment of synergy of the stakeholders in the process of integrated waste management for Democratic Public Administration in Perspective Theory of Governance? And what are the factors that affect the synergy of stakeholders in integrated waste management for Democratic Public Administration in Perspective Theory of Governance? This research use method of qualitative descriptive approach. The data was collected using interviews, observation, and documentation. Data obtained by involving related parties which are the Department of Human Settlements and Spatial of Malang district Sub-district Dau, Mulyoagung Village, Dau health centers, village communities and Partner Blogs Mulyoagung Trash. Data analysis was performed with an interactive model of Miles and Huberman. The results of the study show the intertwining synergy between stakeholders began from society trash problem of Mulyoagung village and the existence of the democratic process seen at the deliberations are being made to looking for a solution of the waste problem. As well as also was found the existence of all public business in TPSTs Mulyoagung with stalls selling to the existence of a partner and co-operative. Democratic public administration created together when determining policy between the government and civil society. There are supporting factors are government support in the form of policies, directives and guidance, active role of communities in managing, produces and paying dues the garbage, the involvement of partner of stalls garbage in financing the operational TPST and the inhibiting factors synergy between stakeholders in integrated waste management in TPST Mulyoagung Bersatu is the behavior of some people who are pragmatic to waste management. Required a policy to conserve and develop TPST Mulyoagung Bersatu by opening the faucet of collaboration with various stakeholders in order to create goal achievement a more effective, efficient and economist. Required a policy to develop TPST Mulyoagung Bersatu as tourist spot and place of education to change the outlook of garbage.
