Abstract
Usaha Mikro dan Kecil memiliki peranan penting sebagai penopang perekonomian Indonesia. Namun dalam perkembangannya usaha mikro dan kecil memiliki banyak kendala yang dihadapi. Sulitnya mendapatkan akses untuk permodalan merupakan salah satu permasalahan yang dihadapai oleh usaha mikro dan kecil (UMK). Melalui program sertifikasi hak atas tanah usaha mikro dan kecil diharapkan mampu menjawab permasalahan permodalan yang selalu dihadapi para pelaku usaha kecil. Penelitian ini dilakukan untuk mengevaluasi dan mendeskripsikan pelaksanaan program sertifikasi hak atas tanah usaha mikro dan kecil (UMK) di Desa Mulyoagung serta mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan program sertifikasi hak atas tanah usaha mikro dan kecil (UMK). Desa Mulyoagung merupakan salah satu desa peserta program memiliki potensi yang usaha yang dapat dikembangkan ke arah yang lebih baik dikarenakan letak desa yang strategis berdampingan dengan dua wilayah administratif yaitu Kota Malang dan Kota Batu. Metode penelitian yang digunakan dalam adalah metode penelitian deskriptif kualitatif karena peneliti ingin mendeskripsikan pelaksanaan program secara runtut, mendetail dan berdasarkan fakta di lapangan. Teknik analisis yang digunakan adalah Teknik Analisis Miles dan Hubberman. Hasil dari penelitian ini menunjukan bahwa program sertifikasi hak atas tanag usaha mikro dan kecil (UMK) telah berjalan sesuai dengan petunjuk teknis yang telah ditetapkan walaupun dalam pelaksanaannya dilapangan terdapat faktor penghambat dan pendukung yang mempengaruhi pelaksanaan program. Tujuan program berupa pemberian kepastian hukum hak atas tanah usaha mikro dan kecil sebagai akses permodalan dalam bentuk sertifikat tanah untuk pengembangan usaha telah tercapai. Meskipun tidak secara keseluruhan program ini tidak terlalu berdampak pada usaha yang dimiliki peserta program dikarenakan terdapat permasalahan lain yang dihadapi oleh usaha mikro dan kecil selain masalah permodalan. Dari evaluasi pelaksanaan program sertifikasi hak atas tanah usaha mikro dan kecil dapat disimpulkan bahwa pelaksanaan program telah berjalan dengan baik, dan berdampak cukup baik dalam rangka pengembangan usaha meskipun ada sebagian kecil peserta tidak memanfaatkan sertifikat tanah yang didapat secara baik. Untuk itu diperlukan kegiatan pendampingan dan pelatihan bagi usaha mikro dan kecil lebih lanjut setelah program ini berakhir.
English Abstract
Micro and Small Enterprises have an important role as the backbone of the Indonesia’s economy. However, the development of micro and small businesses have faced many obstacles. The difficulty of getting access to capital is one of the problems faced by micro and small enterprises (MSEs). Through the certification program for land rights of small and micro enterprises are expected to be the solution for the problem. This study was conducted to evaluate and describe the implementation land rights certification program of micro and small enterprises (MSEs) in the Mulyoagung village and identify the factors that affect the implementation of the certification. Mulyoagung village is one of the villages that have the potential to be developed into a business for the better due to the strategic location of the village adjoining the two administrative regions, Malang and Batu. The method used in the study is descriptive qualitative method because the researcher wanted to describe the implementation of the program in a coherent, detailed and based on facts on the ground. The analysis technique used is Miles and Hubberman Analysis Techniques. The results of this study indicate that the certification program right to micro and small enterprises (MSEs) have been run in accordance with the technical guidelines that have been established in the field although in practice there are inhibiting factors that influence and support the implementation of the program. The purpose of the program for the provision of legal certainty of land rights as micro and small businesses access to capital in the form of certificates of land for business development has been reached. Although, the program had little impact on program participants owned businesses because there are other problems faced by micro and small enterprises in addition to the problem of capital. Evaluation for the implementation of the certification program of land rights micro and small enterprises can be concluded that the implementation of the program has been going well and the effect is good enough for business development although there is a small portion of participants did not utilize the land well. Therefore, it need the assistance activities and training for small and micro businesses further after the program ends.
