Abstract
Masjid sebagai salah satu lembaga yang dimiliki oleh umat islam di Indonesia mempunyai potensi besar untuk memecahkan berbagai permasalahan bangsa. Hal tersebut karena masjid memilki fungsi sebagai pusat ibadah dan kebudayaan umat islam serta jumlahnya yang mencapai kurang lebih 900.000 yang tersebar diseluruh tanah air. Namun, potensi tersebut tidak dapat teraplikasikan dengan baik, karena pengurus dan umat islam tidak bisa mengelola dan memfungsikan masjid sebagai pusat ibadah dan kebudayaan. Maka dari itu, dibutuhkan strategi yang bisa digunakan untuk meningkatkan fungsi masjid, salah satu strategi yang dapat dilakukan adalah melalui reformasi administrasi. Penelitian merupakan penelitian kualitatif dengan pendekatan deskriptif yang mengambil studi pada Masjid Al Falah Surabaya. Dalam, penelitian ini dibatasi pada dua fokus penelitian, yaitu (1) reformasi administrasi yang dilakukan Masjid Al Falah Surabaya dalam meningkatkan fungsinya yang mencakup aspek struktur organisasi, sumber daya manusia dan inovasi; (2) faktor pendukung dan penghambat pelaksana reformasi adminstrasi yang dilakukan Masjid Al Falah Surabaya dalam meningkatkan fungsinya. Hasil yang diperoleh dari penelitian menunjukkan bahwa Masjid Al Falah telah melakukan tiga aspek reformasi administrasi untuk meningkatkan fungsinya. Reformasi administrasi pada aspek struktur organisasi ditempuh dengan melakukan penambahan atau pengurangan pada struktur organisasi pengurus masjid. Aspek sumber daya manusia ditempuh dengan melakukan rekrutmen dan usaha peningkatan kapasitas. Aspek inovasi dilakukan dengan melakukan berbagai inovasi terutama dalam pelayanan kepada jama’ah masjid. Selain itu, penelitian juga menunjukkan terdapat faktor pendukung Masjid Al Falah dalam reformasi adminstrasi, yaitu (1) pendiri Masjid Al Falah mempunyai niat membangun masjid sebagai pusat aktivitas masyarakat, (2) pendiri dan pengurus mempunyai keihlasan dalam mengelola masjid (3) keimanan pengurus masjid (4) pengurus Masjid Al Falah mempunyai kepedulian dan bersedia melayani jama’ah (5) Masjid Al Falah telah mempunyai jaringan yang luas (6) Masjid Al Falah yang memiliki letak yang strategis di Kota Surabaya (7) Sikap pengurus yang dapat menerima semua golongan islam. Adapun faktor penghambat, yaitu (1) terbatasnya area masjid dibandingkan dengan jama’ah masjid (2) adanya sebagian pengurus yang sudah merasa puas atas pencapaian Al Falah sekarang. Dalam mendukung usaha Masjid Al Falah untuk meningkatkan fungsinya, maka pada aspek struktur organisasi Masjid Al Falah sebaiknya dapat membuat struktur organisasi yang lebih sederhana. Pada aspek sumber daya manusia sebaiknya dibuat suatu aturan baku yang lebih komperhensif terutama terkait dengan ketentuan-ketentuan terkait dengan karyawan dan aspek inovasi yang telah dilakukan dimasa lampau harus dapat dipertahankan.
English Abstract
Mosque as one of the institutions that are owned by Muslims in Indonesia has great potential to solve many problems of the nation. This is because the mosque has the function as a center of worship and culture of Muslims as well as the amount of approximately 900.000 who are scattered throughout the country. However, this potential cannot be well applied, because the management and Muslims people cannot manage and functioning mosque as center of worship and Islamic culture. Therefore, strategies are needed that can be used to improve the function of the mosque, one of the strategies that can be done is through administrative reform. This Research is descriptive qualitative approach that takes study on Al Falah Surabaya Mosque. This study focuses on two main topic, namely (1) the administrative reforms in improving function on Al Falah Surabaya Mosque which includes aspects of organizational structure, human resources and innovation, (2) the factors which are supporting and implementing administrative reforms undertaken Mosque of Al Falah Surabaya in improving function. The results of the study showed that the Al Falah Mosque has conducted three aspects of administrative reforms to improve its function. Administrative reforms on aspects of organizational structure adopted by the addition or subtraction on the organizational structure of the mosque committee. Aspects of human resources and recruitment reached by efforts to increase capacity. Aspect of innovation is done by performing a variety of innovations, especially in service to the congregation mosque. Additionally, the study also shows that there are factors which are supporting the Al Falah Mosque in administrative reform, namely (1) the founder of Al Falah Mosque has the intention to build a mosque as a center of community activity, (2) the founders and administrators have sincerity in managing the mosque (3) faith of committee mosque (4) Al Falah Mosque officials are concerned and willing to serve the congregation (5) Al Falah Mosque has had an extensive network (6) Al Falah Mosque has a strategic location in the city of Surabaya (7) the attitude of administrators who can receive all groups of islam. The inhibiting factors, namely (1) the limited area compared with the mosque’s congregation (2) the number of the managers who had been satisfied upon the current achievement of Al Falah. In order to support the Al Falah Mosque’s effort to improve its function, then the aspect of Al Falah Mosque’s organizational structure should be able to make a simpler organization structure. On aspects of human resources should be made a more comprehensive set of rules mainly related to provisions relating to employees and aspects of innovation that has been done in the past should be maintained.
