Abstract

Perusahaan Daerah Air Minum (PDAM) merupakan salah satu bentuk Badan Usaha Milik Daerah (BUMD) yang bertugas melayani kebutuhan utama manusia yaitu air. Dalam pelaksanaanya PDAM banyak memiliki permasalahan dalam melayani masyarakat. Dalam Hal ini PDAM Kota Batu melayani Masyarakat Kota Batu. Atas dasar itulah penelitian ini dilakukan. Pada saat ini berdasar Keputusan Menteri Badan Usaha Milik Negara No. KEP-117/M-MBU/2002 tentang penerapan praktek Good Corporate Governance pada Badan Usaha Milik Negara. Putusan tersebut mewajibkan untuk setiap BUMD untuk berpedoman pada prinsip prinsip Good Corporate Governance dalam kinerjanya. Dengan adanya penerapan prinsip prinsip good corporate governance ini apakah dapat mengatasi masalah masalah yang tengah dihadapi oleh PDAM Kota Batu Jenis penelitian ini adalah menggunakan metode deskriptif kualitatif . Penelitian ini bertujuan untuk mengetahui jenis jenis pelayanan yang dilakukan oleh PDAM Kota Batu dan Penerapan prinsip prinsip Good Corporate Governance serta faktor faktor penghambat dalam pelaksanaannya. Fokus penelitian ini adalah mengetahui jenis jenis pelayanan meliputi pelayanan Pemasangan sambungan baru, pelayanan pengaduan, pembayaran rekening, pemeliharaan sumber air dan inovasi pelayanan dan penerapan prinsip prinsip good corporate governance meliputi transparansi, kemandirian , akuntabilitas, responsibilitas, dan kewajaran serta faktor faktor penghambat penerapan prinsip good corporate governance meliputi faktor internal dan external. Lokasi penelitian ini dilakukan di Kota Batu dan situs penelitian dilakukan di PDAM Kota Batu. Pengumpulan data dilakukan dengan metode wawancara, pengamatan (observasi) dan dokumentasi. Hasil penelitian ini menunjukkan jenis jenis pelayanan yang dilakukan oleh PDAM Kota Batu dalam melayani pelanggan. Untuk penerapan Good corporate governance secara umum PDAM Kota Batu sudah bagus dalam penerapan prinsip prinsip Good Corporate Governance ini namun masih terdapat beberapa kekurangan dan kendala kendala dalam pelaksanaannya. Meskipun masih terdapat beberapa kekurangan PDAM Kota Batu dapat dikatakan sudah hampir memenuhi prinsip prinsip Good Corporate Governance menurut Keputusan Menteri Badan Usaha Milik Negara No. KEP-117/M-MBU/2002 tentang penerapan praktek Good Corporate Governance pada Badan Usaha Milik Negara. Selain itu PDAM Kota Batu juga masih terdapat beberapa faktor faktor penghambat dalam penerapan prinsip prinsip good corporate governance. Berdasarkan hasil penelitian peneliti menyarankan PDAM Kota Batu untuk lebih menerapkan prinsip prinsip good corporate governance secara yuridis formal. Selain itu PDAM sebaiknya melakukan sosialisasi dan diklat maupun pembinaan kepada seluruh pegawai PDAM Kota Batu agar penerapan nya lebih maksimal dan menyeluruh sehingga dapat menjadikan pelayanan yang lebih baik pada pelanggan.Selain itu untuk mendukung penerapan prinsip good corporatre governance PDAM Kota Batu memerlukan saran pendukung seperti alat transportasi yang memadai sehingga penerapan prinsip good corporate menjadi lebih optimal. Disamping itu juga peneliiti berharap agar keharmonisan antara pelanggan dan PDAM Kota batu terjalin dengan baik sehingga masyarakat dapat memahami tugas PDAM sebagai jasa penyedia air bersih. Apabila keharmonisan terjaga maka kendala kendala dapat ditekan dan memudahkan kerja PDAM itu sendiri.

English Abstract

Drink Water Local Company (PDAM) is one of local-owned enterprises (BUMD) which is established to serve the main demand of human, which is water. In practice, PDAM faces many problems during its service delivery. It is also seen in the fulfillment of water demand in Batu community which is served by PDAM of Batu City. This is taken account as research background. The Decree of The Minister of State-Owned Enterprises No. KEP-117/M-MBU/2002 about the practice of Good Corporate Governance in State-Owned Enterprises has required every local-owned enterprise to base their activity and performance on Good Corporate Governance principles. The application of these principles is expected to be useful in dealing with the problems faced by PDAM of Batu City. Research type is qualitative descriptive. This research is aimed to understand type of services given PDAM of Batu City, the application of Good Corporate Governance principles, and the factors constraining the application. Focus of research is to acknowledge type of services such as the installation of new connection, complaining hotline, bill payment, and water source maintenance. The innovation of service and the application of Good Corporate Governance principles including transparency, self-support, accountability, responsibility and reasonability, are also emphasized. Other focus is also given to the factors constraining the application of Good Corporate Governance principles, including internal and external factors. Location of research is Batu City and research site is PDAM of Batu City. Data are collected with interview, observation and documentation. Result of research indicates that some services are given by PDAM of Batu City in serving the customer. The application of Good Corporate Governance principles by PDAM of Batu City is already good but there are weaknesses and barriers during the implementation. However, the weak application of Good Corporate Governance principles still can be tolerated pursuant to The Decree of The Minister of State-Owned Enterprises No. KEP-117/M-MBU/2002 about the practice of Good Corporate Governance in State-Owned Enterprises. Meanwhile, PDAM of Batu City also faces some factors constraining the application of Good Corporate Governance principles. Based on these results, it may be suggested that PDAM of Batu City must apply Good Corporate Governance principles in formally juridical fashion. PDAM of Batu City shall socialize, provide training and education, and conduct fostering program to all employees of PDAM of Batu City to maximize or to optimize their service to customer. To support the application of Good Corporate Governance principles at PDAM of Batu City, the supporting structure is needed including reliable transportation such that Good Corporate Governance principles can be applied more optimally. In addition, the author expects the harmony between customer and PDAM of Batu City such that people in Batu will understand the duty of PDAM as the provider of clean water service. If the harmony is well kept, the barriers can be reduced and thus, it facilitates the work of PDAM itself.
