Abstract

Penelitian ini didasarkan pada Dewan Layanan Publik yang ditetapkan dalam Pasal 1, Act ParAgraf 23 Tahun 2004 tentang Perbendaharaan Negara, yaitu: `Badan Layanan Publik / BLU adalah lembaga di lingkungan pemerintah yang dibentuk untuk menyediakan layanan kepada masyarakat di masyarakat dalam Bentuk penyediaan barang dan / atau jasa yang dijual tanpa memprioritaskan laba dan dalam melakukan kegiatannya berdasarkan prinsip efisiensi dan produktivitas `. Pemahaman ini kemudian diadopsi kembali dalam peraturan implementasinya adalah dalam Pasal 1 ayat 1 Peraturan Pemerintah Nomor 23 Tahun 2005 tentang Manajemen Keuangan Dewan Layanan Publik. Bentuk BLU adalah alternatif penting dalam mengimplementasikan otonomi daerah yang merumuskan rumah sakit regional sebagai layanan teknis regional. Rumah sakit sebagai salah satu jenis papan layanan publik adalah utama pengembangan kesehatan masyarakat. Rumah Sakit Umum Regional Kabupaten Kabupaten Sidoarjo adalah unit perselingkuhan pemerintah daerah yang telah menerapkan pola manajemen keuangan Dewan Layanan Publik Regional (PPK-BLUD) sejak 1 Januari 2009 berdasarkan Keputusan Bupati Nomor 188/1229 / 404.1.1.1.1.1 / 2008. Karenanya Dewan Layanan Publik Regional Kabupaten Sidoarjo diperkirakan akan meningkatkan kualitas layanan, efisiensi dan memberikan aksesibilitas yang cukup baik untuk masyarakat dengan menyediakan layanan seperti menyediakan barang dan / atau jasa yang dijual tanpa memprioritaskan pencarian dan produktivitas efisiensi. Penelitian ini menggunakan, metode penelitian yang kami gunakan adalah penelitian kualitatif yang dikombinasikan dengan pendekatan deskriptif dan cenderung menggunakan analisis SWOT (kekuatan, kelemahan, peluang, duniawi). Berdasarkan analisis hasil dan saran penelitian Semua layanan publik dan keuangan di RSUD Sidoarjo Kabupaten adalah baik, tetapi peneliti memberikan saran kepada harus ada pembaruan inovasi dalam layanan dan standar layanan minimum selain promosi produk benih yang ditingkatkan seharusnya ditingkatkan sehingga orang tahu keuntungan dari distrik rumah sakit umum Sidoarjo.

English Abstract

This Research is based on Public Service Board is stipulated in Article 1, paragraph 23 Act Number 1 Year 2004 about State Treasury, namely : "Public Service Board/ BLU is an institution in government environment that was formed to provide service to the society in the form of the provision of goods and/or services sold without prioritising profit and in conducting its activities based on the principle of efficiency and productivity". This understanding was afterwards adopted back in its implementation regulation is in Article 1 paragraph 1 the Government Regulation Number 23 Year 2005 about Financial Management of Public Service Board. The form of BLU is an important alternative in implementing Regional Autonomy that formulate Regional Hospital as Regional Technical Service. Hospital as one of the types of Public Service Board is the main of the development of public health. Regional General Hospital of Sidoarjo Regency Regency is Local Government Affair Unit that has been implementing Financial Management Pattern of Regional Public Service Board (PPK-BLUD) since January 1, 2009 based on Regent Decree Number 188/1229/404.1.1.2/2008. Hence Regional Public Service Board Sidoarjo Regency is expected to improve the quality of service, efficiency and giving accessibility good enough to the society with providing services such as providing goods and/or services sold without prioritising seeking and based on efficiency principle and productivity. This research use , a method of research that we use are qualitative research combined with descriptive approach and tend to use SWOT analysis (Strength, Weakness, Opportunity, Threath). Based on Result Analysis and Suggestion of research all of public service and financial in RSUD Sidoarjo Regency is good, but researcher give suggestion to there should be a renewal of innovation in services and minimum service standards in addition to the promotion of improved seed products should be improved so that people know the advantages of a public hospital district sidoarjo.
