Abstract
BNN Kota Malang merupakan lembaga vertikal yang melaksanakan program Pencegahan, Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN). Berdasarkan hasil observasi yang dilakukan di BNN Kota Malang, terdapat beberapa kegiatan operasional yang dilakukan secara manual tidak menggunakan bantuan sistem informasi. Berdasarkan hasil wawancara dengan kepala setiap seksi di BNN Kota Malang, terdapat keinginan dalam mengembangkan sistem informasi untuk membantu kegiatan operasional yang dilakukan. Permasalahan yang dihadapi yaitu dalam penentuan prioritas sistem informasi di BNN Kota Malang. Berdasarkan permasalahan tersebut dibutuhkan sebuah rekomendasi penentuan prioritas sistem informasi. Metode yang digunakan dalam penentuan prioritas sistem informasi adalah metode EasyWinWin. EasyWinWin merupakan metode negosiasi win win secara kolaboratif yang membantu pemangku kepentingan mendapatkan kesepakaran yang saling menguntungkan. Proses negosiasi menggunakan EasyWinWin terdapat 8 proses antara lain review negotiation topic, brainstrom stakeholder interests, coverage on win condition, capture a glossary of terms, prioritize win condition, reveral issues and constraints, identify issues and options, nigotiation agreements. Hasil rekomendasi dari proses negosiasi yang dilakukan didapatkan kesepakatan berupa urutan prioritas sistem informasi pada setiap seksi dan di BNN Kota Malang secara keseluruhan. Prioritas sistem informasi pada urutan pertama merupakan sistem informasi yang diprioritaskan untuk dibangun atau dikembangkan.
English Abstract
BNN Malang is a vertical institution that has implementing the program of Prevention, Eradication, Abuse and Illicit Circulation of Drugs or we can cal P4GN. Based on observations in BNN Malang, there are some operational activities done manually not using the help of information systems. Based on the results of interviews with the head of each section in BNN Malang, there is a desire in developing information systems to help operational activities. The problems is difficulties in determining the priority of information system needs in BNN Malang. Based on these problems required a recommendation of prioritizing the information system. The method used in determining the priority of the information system is the EasyWinWin method. EasyWinWin is win win negtotiation methode with collaborative that helps stakeholders gain mutually beneficial deals. The negotiation process using EasyWinWin has 8 process include review negotiation topic, brainstrom stakeholder interests, coverage on win condition, capture a glossary of terms, prioritize win condition, reveral issues and constraints, identify issues and options, nigotiation agreements. The result of the recommendation of the negotiation process that was done got the agreement in the order of priority of information system in each section and in BNN Malang as a whole. Priority information systems in the first place is a priority information system to be built or developed.
