Abstract

Gula merupakan salah satu komiditi penting yang harus dipenuhi. Dalam prosesnya, tebu didistribusikan oleh petani kepada pabrik gula untuk diolah menjadi gula kemudian dipasarkan ke konsumen. Selama proses distribusi (rantai pasok) tersebut diperlukan adanya manajemen risiko rantai pasok untuk mengurangi risiko yang muncul (mitigasi risiko). Untuk mengurangi dan mengatasi berbagai risiko yang terjadi dalam rantai pasok tersebut diperlukan suatu upaya perbaikan kinerja rantai pasok secara bertahap dan dilakukan terus menerus dengan mengatasi dan mencegah berbagai risiko yang berpotensi timbul/terjadi. Metode yang digunakan untuk menanggulangi yaitu metode House of Risk (HOR) yang merupakan perpaduan antara metode FMEA dan House of Quality (HOQ). Tujuan dari penelitian ini adalah mengidentifikasi risiko yang berpotensi terjadi dalam rantai pasok gula, mengetahui urutan prioritas agen risiko rantai pasok yang terdapat pada PG.Gempolkrep, mengetahui prioritas strategi mitigasi risiko yang perlu diterapkan oleh pihak PG.Gempolkrep guna mengurangi risiko yang timbul. Fokus metode HOR adalah untuk mengidentikasi risiko, agen risiko, dan penentuan strategi mitigasi yang diprioritaskan. Metode HOR terdari dari 2 fase yaitu fase identifikasi (fase 1) dan fase perlakuan risiko (fase 2). Berdasarkan hasil penelitian diketahui bahwa pada manajemen rantai pasok pada PG. Gempolkrep terdapat 32 kejadian risiko dan 28 agen risiko. Dari 28 agen risko dipilih 1 agen risiko potensial yang perlu segera ditangani berdasarkan diagram pareto. Agen risiko tersebut yaitu tidak adanya transportasi dengan nilai ARP sebesar 2700. Setelah diperoleh agen risiko yang perlu ditangani maka dapat dilakukan perancangan strategi mitigasi risiko untuk menagani agen risiko manajemen rantai pasok di PG. Gempolkrep yang berpotensi muncul dan dilanjutkan untuk mengurutkan usulan strategi mitigasi tersebut. Terdapat empat urutan strategi mitigasi risiko yang diusulkan pada manajemen rantai pasok gula di PG. Gempolkrep yaitu mendistribusikan produk sesuai dengan besarnya kapasitas yang optimal. Strategi ini digunakan untuk menangani agen risiko yang dapat menyebabkan kerugian dari aspek transportasi di PG. Gempolkrep. Strategi ini juga mudah diterapkan dari aspek biaya dan sumber daya. Strategi kedua adalah merencanakan dan menjadwalkan penggunaan transportasi tebu/gula. Strategi ketiga adalah memprioritaskan jalur distribusi yang dekat, dan strategi ke empat adalah mengadakan pelatihan dan pengembangan tenaga kerja dalam pengoperasian transportasi dan jalur distribusi.

English Abstract

Sugar is one of the important commodities to be fulfilled. The process of sugar production is done by a sugar factory managing from sugarcane to sugar can be consumed by the community. In the process, sugar cane is distributed by farmers to sugar mills to be processed into sugar and the marketed for consumers. During the distribution process (supply chain) it is necessary to supply chain risk management to reduce emerging risks (risk mitigation). To reduce and overcome various risks that occur in the supply chain it needs an effort to improve supply chain performance gradually and carried out continuously by overcoming and preventing various risks that potentially arise / occur. The method used to handle risk in general is FMEA. But the FMEA method only focuses on identifying risks that arise without identifying and analyzing its risk agents. The FMEA method does not provide any further steps on which mitigation strategy takes precedence in an effort to mitigate the risks involved. One other method of mitigation is the House of Risk (HOR) method which is a combination of FMEA method and House of Quality (HOQ). The purpose of this study is to identify potential risks in the sugar supply chain, knowing the order of priority of supply chain risk agent found in PG.Gempolkrep, know the priority of risk mitigation strategies that need to be implemented by PG.Gempolkrep to reduce the risks that arise. The focus of the HOR method is to identify risks, risk agents, and the determination of priority mitigation strategies. The HOR method consists of two phases: the identification phase (phase 1) and the risk treatment phase (phase 2). Based on the result of research known that on supply chain management at PG.Gempolkrep has 32 risk events and 28 risk agents. Of the 28 risk agents selected 1 potential risk agents that need to be handled immediately based on the pareto diagram. The risk agent is the absence of transport with an ARP value of 2700. Having obtained the risk agent that needs to be addressed, it can be designed the risk mitigation strategy to manage the supply chain risk management agent in PG. Gempolkrep which has the potential to emerge and continue to rank the proposed mitigation strategy. There are four sequences of proposed risk mitigation strategies on sugar supply chain management in PG. Gempolkrep is distributing the product in accordance with the optimal capacity. This strategy is used to deal with risk agents that can cause losses from transportation aspects in PG. Gempolkrep. This strategy is also easy to implement in terms of cost and resources. The second strategy is to plan and schedule the use of sugarcane / sugar transportation. The third strategy is to prioritize the close distribution channels, and the fourth strategy is to conduct training and development of manpower in the operation of transportation and distribution channels.
