Abstract
Tunda jual merupakan suatu tindakan melakukan stabilisasi harga komoditas pertanian dengan cara tidak langsung menjual komoditas tersebut pada saat panen (harga rendah) melainkan menyimpan terlebih dahulu dan menjual pada saat harga dirasa stabil. Program tunda jual dapat memberikan solusi permasalahan rendahnya harga saat panen. Pada umumnya, selama ini petani masih sangat sulit untuk diharapkan melakukan penundaan penjualan hasil usahataninya, meskipun ketika itu harga beras di pasaran jatuh. Petani dalam memasarkan hasil usahatani memiliki pertimbangan dalam memutuskan untuk menjual langsung atau tunda jual setelah panen. Keputusan petani dipengaruhi oleh sejumlah faktor. Penelitian ini bertujuan untuk mendeskripsikan sistem resi gudang di tingkat petani dan menganalisis faktor-faktor yang mempengaruhi biaya transaksi di tingkat petani. Penentuan daerah penelitian dilakukan secara sengaja (purposive method), yaitu Dusun Krajan, Desa Selodakon, Kecamatan Tanggul, Kabupaten Jember. Hipotesis dalam penelitian ini yakni faktor-faktor yang terdiri dari sarana dan prasaraan gudang, sosialisasi penyuluhan, jumlah kehadiran sosialisasi, luas lahan, anggota keluarga, total produksi, pengalaman bertani, jumlah tenaga kerja, serta jarak antara antara lahan dengan gudang berpengaruh signifikan baik secara parsial mupun secara bersama-sama terhadap pengambilan keputusan petani dalam menerapkan sistem tunda jual. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif. Teknik Penentuan sampel yang dilakukan dalam penelitian menggunakan teknik Studi Sensus atau Studi Populasi. Populasi pada penelitian ini sebanyak 306 orang petani. Jumlah sampel petani yang diperoleh berdasarkan perhitungan rumus slovin adalah 75 responden. Indikator-indikator mengenai persepsi petani terhadap sistem tunda jual diantaranya adalah indikator input, output, hasil, manfaat, dan dampak. Persepsi petani padi di Dusun Krajan Desa Selodakon mengenai indikator input termasuk kategori sangat baik, sedangkan persepsi petani padi mengenai indikator ouput, hasil, dampak, dan manfaat termasuk kategori baik. Variabel yang berpengaruh terhadap keputusan petani menerapkan sistem tunda jual adalah variabel jumlah kehadiran sosialisasi mengenai sistem tunda jual dan jarak lahan ke gapoktan. Semakin sering petani padi di Dusun Krajan Desa Selodakon meghadiri sosialisasi penyuluhan tunda jual maka petani akan berpeluang untuk memutuskan melakukan sistem tunda jual sebesar 3,244 kali. Sedangkan semakin jauh jarak lahan ke gapoktan maka petani akan berpeluang untuk memutuskan tidak melakukan sistem tunda jual sebesar 0,135 kali..
English Abstract
Delay selling is an act of stabilizing the price of agricultural commodities by indirectly selling the goods at the time of harvest (low price). Delay selling program can provide low price solution at harvest time. In general, so far, farmers are still very difficult to make sales of the results of his farming, at that time the price of rice in the market fell. Farmers in marketing the results of farming have consideration in the decision to sell directly or postpone the sale after harvest. Farmer's decision by factor. This study aims to describe the warehouse receipt system at the farm level and the factors that affect the transaction costs at the farm level. Determination of research area is purposive method, that is Krajan Hamlet, Selodakon Village, Tanggul District, Jember Regency. The hypothesis in this study are factors consisting of warehouse facilities and pre-sales, socialization of counseling, the amount of socialization, land area, family members, total production, farming experience, the amount of labor, and the distance between the land and the partial warehouse both partially and jointly - the same to the farmers' decision making in applying the postponement system. The approach used in this research is quantitative approach. Techniques Determination of samples conducted in research using the technique of Census Studies or Population Studies. The population in this study were 306 peasants. The number of farmers samples obtained based on the calculation of slovin formula is 75 respondents. Indicators on farmers' perceptions of the postponed selling system are input, output, yield, benefit, and impact indicators. The perception of rice farmers in Krajan Hamlet Selodakon Village about input indicators is very good category, whereas rice farmer perception about ouput indicator, yield, impact, and benefit are good category. The variables that influence the farmer's decision to apply the postponement system are the number of socialization attendance on the selling delay system and the distance of land to gapoktan. The more often the rice farmers in Krajan Hamlet Village Selodakon meghadiri socialization tug sales then farmers will have a chance to decide to do a system delay sale of 3,244 times. While the more distance the land to gapoktan then the farmers will have a chance to decide not to do the system delay of 0.135 times.
