Abstract
Pada skripsi ini, penulis mengangkat permasalahan mengenai Optimalisasi Pemungutan Retribusi Rumah Potong Hewan berdasarkan Pasal 40 Peraturan Daerah Kabupaten Blitar Nomor 13 Tahun 2011 Tentang Retribusi Jasa Usaha. Pemilihan judul tersebut dilatar belakangi oleh menurunnya Pendapatan Asli Daerah (PAD) Kabupaten Blitar dalam 3 (tiga) tahun terakhir, khususnya pada sektor retribusi rumah potong hewan, sehingga berpengaruh pula terhadap peningkatan fasilitas rumah potong hewan. Penelitian ini bertujuan untuk menganalisis optimalisasi pemungutan retribusi rumah potong hewan berdasarkan pasal 40 Peraturan Daerah Kabupaten Blitar Nomor 13 Tahun 2011. Penelitian ini merupakan penelitian empiris dengan metode pendekatan yuridis sosiologis. Data primer dan data sekunder yang diperoleh penulis dianalisis dengan menggunakan metode interpretasi data. Hasil dari penelitian ini menunjukkan bahwa terdapat beberapa strategi terhadap pengoptimalisasian pemungutan retribusi rumah potong hewan yang dilaksanakan oleh Dinas Peternakan Kabupaten Blitar, yaitu dengan meningkatkan penerimaan pendapatan pemungutan retribusi rumah potong hewan, menggerakkan dan meningkatkan kesadaran masyarakat untuk mematuhi peraturan pemerintah, meningkatkan kinerja dan kemampuan secara professional serta meningkatkan kualitas pelayanan dan sarana prasarana yang memadai. Kendala yang dialami Dinas Peternakan dalam mengoptimalisasikan pemungutan retribusi rumah potong hewan adalah kurangnya sarana atau fasilitas, tidak tegasnya penegak hukum, terabaikannya peraturan hukum serta kurangnya kesadaran masyarakat. Upaya yang ditempuh Dinas Peternakan adalah menghimbau petugas di masing-masing rumah potong hewan untuk menggunakan tempat kosong yang ada agar sementara dijadikan sebagai arial bersih dan arial kotor, mengkoordinasikan petugas retribusi rumah potong hewan agar lebih tegas dalam melaksanakan tugasnya, memfasilitasi masyarakat dengan memberikan sosialisasi tentang pentingnya mematuhi suatu kebijakan untuk meningkatkan sarana dan prasarana rumah potong hewan secara khusus dan memberikan kontribusi terhadap pembangunan serta kemakmuran masyarakat secara umum.
English Abstract
In this thesis, writer raise up the problem about The Optimalization of Levy Charged of Slaughterhouse Based on Article 40 Regional Regulation of Blitar District Number 13 Year of 2011. The background of conducting the study is caused of decreasing district own source revenue of Blitar within 3 (three) years latest, particulary in the sector of levy charged of slaughterhouse, influenced toward increasing of slaughterhouse’s facility. The aims of the research are to identify, describe and analyze the optimalization of levy charged of slaughterhouse based on Article 40 Regional Regulation of Blitar District Number 13 Year of 2011. The research is empirical study and used sociological juridical approach. Writer used interpretation method to analyze primary and secondary data. The result of research indicated some strategies to optimalize the levy charged of slaughterhouse, which is employed by agency of animal husbandry interms of the intensify the taxable income of slaughterhouse, to work up society awareness, to upgrade professionally the enforcement and ability, and also to improve the quality of service and adequate infrastructure. Some of obstacles in optimalizing levy charge are lack infrastructure, indecision of law enforcement, less of society awareness. Several efforts to overcome the obstacles are to encourage the official, in order to use the other clean area and to be more assertive, the last one is to facilitate society by giving socialization about the importance of adhering a policy.
