Abstract

Pengembangan sektor wisata di Kota Batu berdampak pada pembangunan dan pola kehidupan masyarakatnya. Hampir delapan puluh persen penduduknya bekerja di sektor pertanian. Melihat kondisi tersebut, pengembangan wisata di daerah pedesaan dengan orientasi pertanian mulai diterapkan. Hal tersebut bertujuan untuk mengubah pola pikir masyarakat petani menjadi pelaku usaha wisata. Namun pengembangan program desa wisata tersebut belum sepenuhnya berhasil dan beberapa desa yang dibina tidak berkembang. Salah satunya adalah Desa Wisata Gunungsari dengan potensi pertanian mawarnya. Penelitian ini bersifat kualitatif, berdasarkan dari sifat penelitiannya maka bertujuan untuk memahami fenomena dan gejala yang ada dalam masyarakat. Penelitian ini menggunakan teknik pengumpulan data dengan observasi, observasi partisipasi, wawancara mendalam dan dokumentasi. Pemilihan informan dalam penelitian ini menggunakan teknik purposive sampling. Sementara itu analisis data yang digunakan penulis yaitu menggunakan konsep Community Based Tourism (CBT) dan teori akses. Hasil penelitian menunjukkan bahwa tidak berkembangnya pembangunan sektor wisata di Desa Gunungsari khususnya terhadap objek wisata petik mawar Gumur dipengaruhi beberapa faktor. Salah satu di antaranya adalah masyarakat yang seharusnya menjadi aktor utama pelaku kegiatan wisata kurang dilibatkan dalam pengelolaan objek wisata petik mawar. Komunikasi yang kurang baik antara pemerintah desa dengan pihak pengelola yaitu Gapoktan Gumur berdampak pada tidak berjalannya kegiatan wisata di Desa Gunungsari. Kebijakan pemerintah desa yang dirasa kurang mendukung pihak pengelola objek wisata petik mawar Gumur berakibat pada terhentinya kegiatan wisata. Selain itu keberadaan dua Gapoktan di Desa Gunungsari turut menambah dinamika pengembangan wisata di desa tersebut. Sejumlah fenomena yang terjadi menggambarkan adanya perebutan akses dan kekuasaan atas sumber daya.

English Abstract

The development of tourism sector in Batu city has impact on the development and the pattern of community life. Almost eighty percent of the population works in agricultural sector. Seeing these conditions, the development of tourism in rural areas with agricultural orientation began to be applied. It aims to change mindset of farmers into tourism business actors. However, the development of village tourism program has not been developed. One of them is Gunungsari Tourism Village with the potential of rose farming. This research is qualitative. Based on nature of this research, it aims to understand the phenomena and symptoms that exist in society. This study uses data collection techniques with observation, participant observation, in-depth interview, and documentation. The selection of informants in this study was using purposive sampling techniques. Meanwhile, the data analysis used by the writer is the concept of Community Based Tourism (CBT) and Theory of Access. The results showed that development of tourism sector in Gunungsari Village, especially on the attractions of Gumur rose which influenced by several factors. One of them is society that should be the main actors of tourism actors is less involved in the management of rose picking tourism object. Improper communication between the village government and the management party \, which is Gapoktan Gumur, has an impact on the inaccessibility of tourism activities in Gunungsari Village. The policy of the village government that is perceived to be less supportive to the management of Gumur rose picking tourism object resulted in the cessation of tourism activities. In additions, the existence of two Gapoktan (Farmers Community) in Gunungsari Village also increases the dynamics of tourism development in the village. A number of phenomena that have occur illustrate the seizure of access and power over resources.
