Abstract
Dalam penelitian ini dibahas tentang kinerja Lembaga Ombudsman Daerah Provinsi Daerah Istimewa Yogyakarta (LOD-DIY) dalam menindaklanjuti keluhan masyarakat akibat perbuatan Maladministrasi aparatur pemerintah khususnya di provinsi DIY. Berdasarkan hal tersebut diatas, karya tulis ini mengangkat rumusan masalah : (1) Bagaimana mekanisme, sistem dan bentuk-bentuk pengawasan yang dilakukan oleh Lembaga Ombudsman Daerah Provinsi DIY terhadap perbuatan maladministrasiyang di lakukan oleh aparat pemerintah daerah? (2) Bagaimana tindakan lembaga ombudsman dalam menghadapi hambatan-hambatan dalam melakukan pengawasan terhadap perbuatan maladministrasi yang di lakukan oleh aparat pemerintah daerah?dan bagaimana solusinya? Dengan menggukanan pendekatan yuridis sosiologis dan teknis analisis secara diskriptif kualitatif dapat dijelaskan hasil penelitian sebagai berikut: a. Kinerja LOD-DIY dalam menindak lanjuti keluhan masyarakat akibatdari perbuatan Maladministrasi aparat pemerintah telah dilakukan dengan baik terbukti berdasarkan pengaduan yang masuk di LOD DIY pada kurun waktu Januari sampai dengan Desember 2014 ada 315 laporan yang masuk melaluipengaduan langsung dan 916 pengaduan yang masuk melalui SMS gateway. Semua pengaduan telah di tindak lanjuti sebagai mestinya b. Kendala yang dihadapi oleh LOD-DIY dalam menindak lanjuti keluhan masyarakat baik kendala intenal maupun external antara lain prasarana kantor yang belum memadai, ada wewenang yang tumpang tindih dengan lembaga non struktural yang lain dan daya dukum personalia yang masih sangat terbatas c. Untuk mengatasi kendala uang ada di LOD-DIY telah membangun kemitraan multistaksi holders baik denan kalangan eksekutif, legislatif, LSM maupun Ormas-oramas dan balikan dengan komunitas pedesaanm, mengembangkan sistem SMS gateway, sistem audit sosial.
English Abstract
In this study discussed about the performance of the Regional Ombudsman Special Region of Yogyakarta (DIY LOD) in following up on public complaints resulted from an act of maladministration of government officials, especially in the province of DIY. Based on the above, this paper raised the formulation of the problem: (1) What is the mechanism, systems and forms of supervision by the Provincial Ombudsman DIY against maladministrasiyang actions undertaken by local government officials? (2) How does the action of the ombudsman institution in the face of obstacles in controlling the act of maladministration done by local government officials? And whats the solution? With used technical juridical and sociological analysis of qualitative descriptive research results can be explained as follows: a. LOD-DIY performance in following up on public complaints of maladministration act as a result of Government Officials have done well proven based on complaints received in LOD DIY during the period January to December 2014 there were 315 incoming reports directly melaluipengaduan and 916 complaints received through the SMS gateway , All complaints have been Followed up as it should be b. Constraints faced by LOD-DIY in following up on public complaints both intenal and external constraints include inadequate office infrastructure, there is an authority that overlap with other non-structural and personnel dukum power is still very limited c. To overcome the constraints of money there is in the LOD-DIY has built a good partnership multistaksi holders primarily to the executive, the legislature, NGOs and CBOs-oramas and revert to the rural communities, developing the SMS gateway system, a social audit system.
