Abstract
Penelitian ini bertujuan untuk mengkritisi konsep net farm income yang berkontribusi bagi ketergantungan petani tembakau. Studi kasus dikhususkan pada ketergantungan petani tembakau terhadap perusahaan rokok PT. Bentoel International Investama. Penelitian dilakukan di desa Campurejo, Kecamatan Tretep, Kabupaten Temanggung, menggunakan pendekatan kualitatif dengan metode etnografi kritis. Hasil penelitian menunjukkan bahwa konsep income yang ada saat ini belum mampu mengakomodasi kepentingan petani sebagai pelaku inti usaha pertanian. Konsep income cenderung memihak kepentingan perusahaan swasta dan agen ekonomi sehingga membentuk ketergantungan petani. Refleksi etnografi kritis menunjukkan bahwa untuk mendukung perwujudan kemandirian pertanian nasional dibutuhkan: 1) rumus baru net farm income berkeadilan; 2) kebijakan pembentukan harga jual berkeadilan oleh pemerintah; 3) kesadaran seluruh stakeholder pertanian untuk menjaga serta melestarikan nilai-nilai kebudayaan dan kearifan lokal untuk menyokong keberadaan petani.
English Abstract
This research aims to criticize the concept of net farm income that contribute to the farmers dependence. The case study is devoted to tobacco farmers dependence on tobacco company PT. Bentoel International Investama. This research was conducted in Campurejo village, subdistrict Tretep, district Temanggung, using a qualitative approach with critical ethnography method. The results show that the concept of income which currently exist is not able to accommodate the farmers interests as the core actors of agriculture. The concept of income tends to favor the interests of private enterprise and economic agents thus forming the farmers dependence. Critical ethnographic reflection shows that the realization of the national agricultural independence requires: 1) a new formula of the fair net farm income; 2) the policies of establishment of the fair selling price of agriculture commodities by the government; 3) awareness of all agriculture stakeholders to maintain and preserve cultural values and local wisdom to support the existence of farmers.
