Abstract

Tujuan yang ingin dicapai dalam penelitian ini adalah untuk menganalisis kinerja PDAM Kabupaten Pasuruan secara keseluruhan dengan menggunakan penilaian aspek keuangan, aspek operasional, dan aspek administrasi menurut Keputusan Menteri Dalam Negeri No.47 Tahun 1999. Hasil penelitian ini dapat memberikan rekomendasi perbaikan bagi kinerja PDAM Kabupaten Pasuruan. Untuk menganalisis tingkat kesehatan Perusahaan Daerah Air Minum Kabupaten Pasuruan secara keseluruhan digunakan penilaian BPPSPAM, yaitu menggunakan aspek keuangan, aspek pelayanan, aspek operasi, dan aspek SDM. Sedangkan untuk menganalisis kelayakan investasi diukur dari dampak investasi yang dilakukan terhadap kinerja PDAM Kabupaten Pasuruan. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif, yaitu penelitian yang berusaha untuk menjelaskan pemecahan masalah berdasarkan data yang diperoleh. Dengan kata lain penelitian ini menyajikan, menganalisa, dan menginterpretasikan data. Penilaian kelayakan investasi PDAM Kabupaten Pasuruan dilakukan dengan cara membandingkan antara hasil proyeksi perhitungan indikator kinerja dan kesehatan sesudah dilakukan investasi dengan tren hasil perhitungan indikator kinerja dan kesehatan setelah dilakukan investasi. Pada penelitian ini perbandingan antara hasil proyeksi perhitungan indikator kinerja dan kesehatan tahun 2014 dengan rata-rata hasil realisasi kinerja dan kesehatan dimulai dari tahun 2009 sampai dengan tahun 2013. Indikator kinerja dan kesehatan yang terkait langsung dengan investasi PDAM Kabupaten Pasuruan, yakni meliputi cakupan layanan administratif, cakupan layanan teknis, pertumbuhan pelanggan, konsumsi air domestik, tingkat kehilangan air, dan kontinuitas pelayanan.

English Abstract

The goal of this research is to analyze the performance of a Water Supply Corporation (PDAM) Kabupaten Pasuruan, overall by using valuation of financial aspect, operational aspect, and administrative aspect according to the Decree of Home Affair 47, 1999 (Keputusan Menteri Dalam Negeri No.47 Tahun 1999). The result of this research can provides some improvement recommendations for Water Supply Corporation (PDAM) Kabupaten Pasuruan performance. To analyze the whole soundness of PDAM Pasuruan, it uses BPPSPAM valuation through using financial aspect, service aspect, operational aspect, and human resources aspect. Meanwhile, feasibility investment measured by the impact of the investment towards the performance of PDAM Pasuruan. The type used in this research is descriptive research which explains the problem solving based on the data obtained. In other words, this study presents, analyze, and interpret data. The feasibility investment of PDAM Kabupaten Pasuruan valuated by comparing the result of performance and soundness indicators measurement projection after investment is made toward the trend resulted by calculation of performance and soundness indicators after the investment is made. In this study the comparison between the results of the projections calculation performance indicators and soundness by 2014, with an average performance and soundness objectives starting from 2009 to 2013. Performance and soundness indicators that directly related to the PDAM Kabupaten Pasuruan investment consist of administrative service scope, technical service scope, customer growth, domestic water consumption, the level of water loss, and continuity of service.
