Abstract
Penelitian ini bertujuan untuk mengidentifikasi kelayakan proyek pembangunan melalui PNPM MP yaitu proyek pembangunan saluran irigasi tersier. Kelayakan proyek publik yang telah dilaksanakan dihitung dengan membandingkan baik manfaat dan biaya sebelum dan sesudah proyek dengan menggunakan Benefit Cost Analysis (BCA) atau Analisis Biaya Manfaat. Selain itu, terdapat prosedur penelitian yang dilaksanakan untuk menilai tingkat kelayakan proyek tersebut, yaitu dengan menghitung Net Present value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (B/C Ratio) dan Analisis Sensitivitas yang merupakan analisis dengan bertujuan mengetahui kepekaan (responsif) dengan adanya peningkatan harga (input), tingkat bunga, dan ouput. Hal tersebut disesuaikan dengan masa berfungsinya saluran irigasi dan RPJM- Des yaitu selama 5 tahun. Sementara perolehan hasil perhitungan proyek yaitu NPV sebesar Rp 1,604,564,728.-, IRR pada tingkat bunga , dan B/C ratio sebesar 2.44, yang menunjukan bernilai positif atau layak untuk dilanjutkan dalam investasi selanjutnya. Disamping itu, untuk melihat adanya perbandingan marginal antara tahun 2009 (sebelum) dan 2010 (sesudah proyek) maka hasil incremental income sebesar Rp 71,770,478.- yang bernilai positif sehingga memiliki tambahan manfaat pada petani (penerima manfaat) yang jauh lebih besar akibat tercukupinya kebutuhan pengairan. Sehingga diharapkan, proyek publik (pemerintah) dapat ditingkatkan untuk menjangkau kebutuhan pengairan yang dirasa masih sulit, serta peningkatan pengawasan dan evaluasi dari aspek lini yang harus dikaji tahap per tahap.
English Abstract
This study aims to identify the feasibility of project development through PNPM MP that is tertiary irrigation development project. Advisability of the public project has been done is measured by comparing the benefits and costs before and after the project by using the Benefit Cost Analysis (BCA). In addition, there is a procedure that is carried out studies to measure the advisability of the project, by calculate the Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (B / C Ratio) and a sensitivity analysis that is the analysis as a purpose to determine the sensitivity (responsiveness) with an increase of prices (input), interest rate, and output. It is adjusted to the proper functioning of the irrigation channels and RPJM- December is for 5 years. While the result of calculation the project is Rp 1,604,564,728.- NPV, IRR is in the interest rate of 87.02%, and the B / C ratio of 2:44, which shows a positive value or worth to be continued in the next investment. Besides that, to see a marginal comparison between 2009 (before) and 2010 (after the project), the results of the incremental income is Rp 71,770,478.- which is positive so that it has an additional benefit to farmers (beneficiaries) are much greater due to insufficient irrigation needs. So that, the public project (government) is expected can be improved to reach the needs of irrigation that it is still difficult, as well as increased monitoring and evaluating of aspects of the line that should be studied step by step.
