Abstract
Penelitian ini dilakukan untuk melihat tingkat efisiensi Satuan Kerja Perangkat Daerah (SKPD) Kota Malang. Metode yang digunakan adalah Data Envelopment Analysis (DEA) dengan orientasi input dan orientasi output menggunakan asumsi Variable Return to Scale (VRS). Penelitian ini menghasilkan benchmarks yang sama, yaitu Badan Lingkungan Hidup (BLH), Bagian Pembangunan, dan Kantor Ketahanan Pangan. Perhitungan dengan orientasi input menunjukkan tiga SKPD masuk dalam kelompok I (sangat efisien), lima SKPD masuk dalam kelompok II (efisien), enam SKPD masuk dalam kelompok III (cukup efisien), empat SKPD masuk dalam kelompok IV (tidak efisien), dan 22 SKPD atau lebih dari 50% SKPD yang diteliti masuk dalam kelompok V (sangat tidak efisien). Sedangkan dengan orientasi output menunjukkan tiga SKPD masuk dalam kelompok I, dan sisanya atau sebanyak 37 SKPD masuk dalam kelompok II. Masing-masing SKPD tidak bisa disamaratakan untuk mencapai target minimisasi input karena perbedaan tupoksi. Sedangkan maksimisasi output bisa diusahakan dengan berbagai pelatihan untuk meningkatkan kualitas kinerja dan pelayanan pegawai.
English Abstract
This research was held to see the efficiency level of Government Working Units in Malang Municipality by using Data Envelopment Analysis (DEA) as the research method. Variable Return to Scale (VRS) assumption and both input-oriented and output oriented are used. The result gives the same benchmarks, those are Environmental Units, Development Division, and Food Security Office. Input-oriented method shows that three units belong to group I (very efficient), five units belong to group II (efficient), six units belong to group III (reasonably efficient), four units belong to group IV (inefficient), and 22 units or more than 50% of sample belong to group V (very inefficient). Meanwhile with output-oriented method shows that three units belong to group I and the rest or 37 units belong to group II. Each units cannot be generalized to minimizing input variable because the differences in job description, while the output variable can be maximized by training to increase the quality employees’ performance and service.
