Abstract
Penelitian ini bertujuan untuk memaparkan rancangan penilaian kinerja pada institusi pendidikan dengan menggunakan pendekatan Balanced Scorecard. Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data penelitian dilakukan dengan wawancara semi terstruktur. Analisis dilakukan dengan membandingkan pelaksanaan manajemen berbasis sekolah pada SMAN 1 Lawang dengan teori mengenai Balanced Scorecard untuk menentukan sasaran strategis dan indikator kinerja yang relevan dalam rancangan penilaian kinerja SMAN 1 Lawang dengan menggunakan pendekatan Balanced Scorecard. Hasil penelitian menunjukkan bahwa sasaran strategis dari perspektif pelanggan adalah menciptakan kepuasan peserta didik sebagai pelanggan utama sekolah. Sasaran strategis dari perspektif keuangan adalah mewujudkan penggalangan dana yang memadai, melaksanaan anggaran dengan efektif, dan melaksanakan anggaran dengan efisien. Sasaran strategis dari perspektif proses internal adalah mendapatkan pemahaman atas peserta didik, melakukan inovasi, melaksanakan proses operasi dengan efektif, dan menjalin kerja sama kemitraan dengan perusahaan. Sasaran strategis dari perspektif pembelajaran dan pertumbuhan adalah memenuhi kebutuhan keterampilan sumber daya manusia di posisi strategis, mengukur pelatihan sumber daya manusia, serta mengukur kepuasan karyawan dan keselarasan motivasi SDM dengan visi sekolah.
English Abstract
This research is aimed to show the performance measurement design in educational institution using the Balanced Scorecard approach. This research is a qualitative research with case study approach. Data are collected by a semistructured interview. Data are analyzed by comparing the implementation of School Based Management in Senior High School 1 of Lawang with relevant theories about Balanced Scorecard to determine the objectives and relevant performance indicators used in the performance measurement design in Senior High School 1 of Lawang by using the Balanced Scorecard approach. The results show that the objective of customer perspective is to create satisfaction to students as school’s main customer. The objectives of the financial perspective are to create adequate fundraising and to implement the budget effectively and efficiently. The objectives of the internal process perspective are to understand the students as customer and innovate continuously, to implement effective operational processes, and to do partnering with companies. The objectives of learning and growth perspectives are to meet the needs of human resource skills in a strategic position, to measure the training of human resources, to measure employees satisfaction and to measure the allignment of human resources motivation with the schools vision.
