Abstract

Tujuan dari penelitian ini adalah membandingkan Sistem Keuangan Rumah Sakit Saiful Anwar sebelum dan sesudah menjadi BLUD serta menganalisa pengaruh perubahan status tersebut terhadap kinerja. Proses Perubahan status organisasi merupakan suatu hal yang tidak dapat dihindari oleh setiap organisasi. Organisasi akan selalu mengalami dinamika perubahan, baik yang disebabkan dari dalam maupun dari luar organisasi. Penelitian ini dilakukan sebab perubahan status ini ditujukan untuk meningkatkan kinerja instansi pemerintah, sehingga penelitian ini untuk mengetahui apakah benar terdapat perubahan kinerja setelah terjadi perubahan status menjadi BLUD. Sebagai BLUD, Rumah Sakit Saiful Anwar diharapkan mampu memberikan pelayanan yang lebih baik. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Hasil dari penelitian ini menunjukan bahwa terjadi peningkatan kinerja Rumah Sakit Saiful Anwar sesudah berubah status menjadi BLUD, yaitu meningkatnya kualitas pelayanan dan selain itu meningkatnya pendapatan. Bila melihat dari sistem keuangan, rumah sakit dikatakan mengalami perubahan yang terstruktur lebih baik daripada status sebelum BLUD. Selain itu, setelah menjadi BLUD dalam hal Fleksibilitas keuangan dapat diterapkan secara penuh oleh rumah sakit sebagai keistimewaan dalam instansi pemerintah dalam rangka menjadi rumah sakit yang mandiri dan mampu mengelola seluruh aspek keuangan terutama pendapatan rumah sakit.

English Abstract

The aim of this research is to compare financial system of Saiful Anwar Hospital before and after become Badan Layanan Umum Daerah (BLUD) and analyze the influence of legal status change on the performance. The process of changing the status of the organization is a thing that cannot be avoided by any organization. The Organization will always experience the dynamics of change, both caused from within and from outside the Organization. This research is conducted as BLUD status is intended to improve performance government institution, hence the research is to know whether there are changes of performance status after being BLUD. As BLUD, Saiful Anwar hospital is expected to provide better services. This research uses a qualitative method. The result of this research indicates that performance of Saiful Anwar hospital after the changed status to BLUD has increased both services performance and financial performance. If looking from financial system, hospitals said to be undergoing changes structured BLUD status better than before. In addition, after becoming BLUD in terms of financial flexibility can be implemented in full by the hospital as a privilege in government agencies in order to become an independent hospital and able to manage all financial aspects especially hospital revenue.
