Abstract

Penetilian ini dilatarbelakangi oleh agenda reformasi keuangan negara dimana terjadi pergeseran dari penganggaran bersifat tradisional menjadi penganggaran berbasis kinerja. Dengan menggunakan sistem penganggaran berbasis kinerja ini, penggunaan dana pemerintah tidak lagi hanya berorientasi pada input, tetapi lebih kepada kinerja. Penyelenggaraan pemerintahan yang baik adalah dengan menerapkan Good Corporate Governance (GCG) dalam setiap aspek penyelenggaraan pemerintahan di Indonesia. Dalam rangka melaksanakan GCG pada Perguruan Tinggi Negeri, pemerintah membentuk Badan Layanan Umum dengan tujuan untuk meningkatkan kualitas pelayanan pemerintah kepada masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui sejauh mana penerapan prinsip-prinsip GCG pada Universitas Brawijaya Malang. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan studi kasus. Metode pengumpulan data dilakukan dengan cara dokumentasi atau arsip, wawancara, dan observasi pada Universitas Brawijaya Malang. Hasil penelitian menunjukkan bahwa penerapan prinsip-prinsip GCG pada Universitas Brawijaya sudah berjalan dengan baik meskipun belum secara keseluruhan. Terdapat beberapa hambatan yang menyebabkan penerapan prinsip-prinsip GCG belum dapat maksimal, antara lain yaitu pengelolaan manajemen Universitas Brawijaya Malang yang kurang baik, kurangnya pemahaman tentang karakteristik GCG itu sendiri serta masih banyak yang menganggap bahwa penerapan GCG itu kurang penting.

English Abstract

This study was encouraged by one of the countrys financial reform agenda, i.e. a shift from the traditional budgeting into a performance-based budgeting. By using the performance-based budgeting system, the use of government funds are no longer only the input-oriented, but rather the performance. The reform includes the implementation of good governance in every aspect of Government in Indonesia. In order to implement Good Governance at State Universities, the government established the Public Service Agency with the aim of improving the quality of higher education services to the public. The purpose of this study was to determine the application of the principles of Good Governance at the University of Brawijaya Malang. This research is a qualitative case study. The Method that used to collect data was the documentation or archival, interviews, and observations. The results revealed that the principles of Good Governance at the University of Brawijaya Malang has been well implementation. However, there are several obstacles in its the implementation, i.e. the management of Universitas Brawijaya less well, a lack of understanding about characteristic GCG itself, and some people still think that application of GCG it is less important
