Abstract
Banjir sudah menjadi bencana tahunan yang harus dihadapi Kabupaten Trenggalek, harta benda hingga nyawa menjadi korban. Pemerintah Kabupaten Trenggalek kemudian mengambil sikap mengusulkan pembangunan bendungan kepada pusat sebagai jalan keluar, namun terdapat respon tidak setuju terhadap pembangunan dari warga terdampak. Pembangunan bendungan bagong melibatkan banyak aktor dengan nilai dan kepentingan yang berbeda-beda, sehingga perlu dilihat bagaimana prinsip jejaring kebijakan untuk mencapai tujuan yang sama antar kepentingan aktor dalam kebijakan ini. Metode yang digunakan adalah studi lapangan aktor terkait dan lokasi pembangunan bendungan bagong, yaitu di Desa Semurup, Sengon, dan Depok, Kecamatan Bendungan, Kabupaten Trenggalek. Setelah diteliti menggunakan teori jejaring kebijakan menurut Rhodes ada empat karakteristik : pertama, ketergantungan antar aktor, kedua, interaksi berkelanjutan, ketiga, interaksi sesuai kesepakatan, keempat, batasan otonomi. Kemudian ternyata diketahui pembangunan bendungan bagong ini terkesan terfokus pada penanggulangan banjir dengan manfaat sektor lainnya hanya sebagai pendukung. Pembangunan bendungan bagong belum mengakomodir kepentingan semua aktornya, sehingga terjadi ketidakstabilan struktur jejaring kebijakan dan menurunnya kepercayaan antar aktor akan pembangunan bendungan bagong.
English Abstract
Flooding has become an annual calamity that must be faced Trenggalek, possessions until the lives of the victims. Terri District Government then took position proposed the construction of dams to the center as a way out, but there is no response from the residents agree to the construction of the affected. Bagong dam construction involves many actors with interests and values are different, so it needs to be seen how the principles of the policy network to achieve the same purpose between the interests of the actors in this policy. The method used is a field study relevant actors and cumbersome dam construction site, which is in the village of Semurup, Sengon, and Depok, District Bendungan, Trenggalek. Having researched using the theory of policy networks by Rhodes’ policy networking theory, there are four characteristics: first, interdependence between actors, second, continuous interaction, third, interaction as agreed, fourth, autonomy limitation. Later it would seem that this cumbersome impressed dam construction focuses on flood prevention with other sectors benefit only a supporting role. Bagong dam construction has not accommodate the interests of all actors, resulting in instability of the structure of the policy network and the decline of trust between actors will be the construction of the dam cumbersome.
