Abstract

Inovasi pelayanan online KGB merupakan bagian dari program SIMPEG di Kabupaten Jombang. program ini mencakup sepuluh fitur yang terintegritasi. Sedangkan penulis memilih salah satu fitur tersebut dan fokus pembahasan tentang “Inovasi Pelayanan Online KGB Pada Program SIMPEG di Kabupaten Jombang”. Penelitian ini merupakan penelitian kualitatif deskriptif dengan menggunakan metode pengumpulan data wawancara, observasi, dokumentasi dan studi pustaka. Tujuan penelitian ini untuk mengetahui karakteristik dari inovasi pelayanan online KGB serta faktor yang mempengaruhi implementasi inovasi pelayanan online KGB. Menggunakan teori Everett M. Rogers dan Djamaludin Ancok. Hasil penelitian menunjukkan bahwa inovasi pelayanan online KGB, nyatanya dapat disebut sebagai suatu program inovasi karena mampu memenuhi karakteristik inovasi menurut Everett M. Rogers. Pertama, Memiliki keuntungan karena memudahkan masyarakat (PNS) untuk mendapatkan KGB, dan adanya pemangkasan birokrasi. Kedua, kesesuaian yakni mengacu pada PP nomor 30 Tahun 2015 tentang Peraturan Gaji PNS, sesuai dengan keinginan masyarakat karena tepat waktu. Ketiga, kerumitan, mekanisme, prosedur dan pelayanan lebih dimudahkan dengan adanya sistem. keempat, kemungkinan dicoba KGB online telah diujicoba pada tahun 2015-Maret 2016. Kelima, pelayanan online KGB telah memberikan kontribusi dan dampak positif, masyarakat dapat merasakan perbedaan pelayanan KGB manual/online. Implementasi pelayanan online KGB juga didukung oleh peran pimpinan, struktur organisasi serta semangat dari para operator dalam berjalannya keberhasilan implementasi pelayanan online KGB di Kabupaten Jombang. Namun penulis mengajukan rekomendasi sesuai dengan kekurangan yang penulis temukan dalam melakukan penelitian, yakni diadakannya pelatihan dan bimbingan khusus untuk operator serta dibuatnya pembukuan terkait pelayanan online kenaikan gaji berkala serta program SIMPEG.

English Abstract

KGB online service innovation is part of SIMPEG program in Jombang regency. the program includes ten integrated features. While the author chose one of these features and the focus of discussion on "Innovation Online Services KGB In SIMPEG Program in Jombang". This research is a descriptive qualitative research using interview date collection method, observation, documentation and literature study. The purpose of this study to determine the characteristics of KGB online service innovation and factors that affect the implementation of KGB online service innovation. Using the theory of Everett M. Rogers and Djamaludin Ancok. The results show that KGB online service innovation, in fact can be called as an innovation program because it is able to meet the characteristics of innovation according to Everett M. Rogers. First, It has the advantage of making it easier for the public (PNS) to get KGB, and the existence of bureaucracy cuts. Second, the conformity refers to PP number 30 Year 2015 on the Regulation of Salaries of civil servants, in accordance with the wishes of the community because it is timely. Third, the complexity, mechanism, procedures and services more facilitated by the system. fourth, the possibility to try KGB online has been tested in 2015-March 2016. Fifth, online services KGB has contributed and positive impact, people can feel the difference KGB service manual / online. Implementation of online services KGB also supported by the role of leadership, organizational structure and spirit of the operators in the success of the implementation of online KGB service in Jombang. However, the authors propose recommendations in accordance with the deficiencies that the authors found in conducting research, namely the holding of special training and guidance for operators as well as the preparation of book keeping related to online service periodic payroll and SIMPEG program.
