Abstract

Penelitian ini dimaksudkan untuk mengetahui kejahatan korporasi pada permasalahan kebakaran hutan yang ada di Kabupaten Pelalawan dengan mengetahui ikatan-ikatan antar aktor yang menghubungan sehingga membentuk suatu jaringan kejahatan. Penelitian menggunakan teori jaringan sosial Barry Wellman dan juga mengunakan konsep kejahatan korporasi. Metode penelitian yang digunakan yaitu menggunakan penelitian deskriptif kualitatif dengan model studi kasus. Hasil penelitian menunjukkan bahwa aktivitas yang dilakukan perusahaan dalam pembukaan hutan dan lahan dengan metode pembakaran menimbulkan dampak yang besar. Seperti mengganggu permasalahan perekonomian maupun kesehatan. Hasil penelitian jika dilihat dari indikator teori Barry Wellman jaringan luas dapat diketahui bahwa perusahaan melakukan proses pembukaan hutan dan lahan dengan membentuk struktur pembagian tugas. Untuk indikator jaringan tidak acak diketahui bahwa kurangnya pengawasan yang dilakukan oleh pemerintah daerah maupun pemerintah provinsi terhadap korporasi pemegang izin. Indikator hubungan silang diketahui hasilnya adalah adanya permasalahan hukum yang terjadi. Dimana penyidik memilih ahli yang kurang kompeten sehingga dapat menguntungkan korporasi. Indikator ikatan asimetris yakni dalam proses perizinan yang diberikan pemerintah provinsi akan memberikan keuntungan yang besar. Dimana pemerintah provinsi mendapatkan keuntungan dari proses suap yang diberikan oleh korporasi.

English Abstract

This study is intended to know the corporate crime on the problem of forest fires in Pelalawan knowing bonds linking between actors so as to form a crime network. Research using social network theory Barry Wellman and also uses the concept of corporate crime. The method used is using qualitative descriptive study with case study model. The results showed that the activities of companies in the forest and land clearing by burning a big impact. As disrupt the economy or health problems. Research results when viewed from the indicator Barry Wellman theory extensive network can be seen that the company conduct land clearing process and to form the structure of the division of tasks. For indicator nonrandom network known that lack of supervision carried out by local governments and the provincial government to the corporation the license holder. Indicators of cross link is the existence of legal issues. Where investigators choose less competent experts so as to benefit the corporation. Indicators of asymmetric bonding thein the permitting process given the provincial government will provide great benefits. Where the provincial governments benefit from the process of bribes paid by the corporation.
