Abstract
Implementasi kebijakan publik merupakan sebuah kegiatan untuk mencapai tujuan yang telah dirumuskan dalam kebijakan yang telah disepakati. Implementasi kebijakan pendidikan inklusif merupakan sebuah kegiatan untuk mencapai tujuan yang telah dirumuskan dalam kebijakan pendidikan inklusif yaitu Permenristekdikti Nomor 46 Tahun 2017 tentang Pendidikan Khusus dan Pendidikan Layanan Khusus di Perguruan Tinggi. Universitas Brawijaya sebagai pelopor perguruan tinggi yang telah mengimplementasikan pendidikan inklusif sejak 2012 dan didukung dengan dibentuknya Pusat Studi dan Layanan Disabilitas yang menaungi seluruh mahasiswa difabel di Universitas Brawijaya. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif yang berlokasi di Kota Malang sedangkan situsnya di Pusat Studi dan Layanan Disabilitas (PSLD) Universitas Brawijaya. Sumber datanya primer diperoleh dari wawancara dengan beberapa informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik penelitian. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang seperti pedoman wawancara dan alat bantu lainnya. Hasil penelitian menunjukkan bahwa implementasi kebijakan pendidikan inklusif di Universitas Brawijaya sudah terimplementasi dengan baik, berdasarkan indikator implementasi Edward III secara struktur birokrasi di PSLD sudah cukup relevan dan efisien sesuai tupoksi masing-masing dan tidak ada tumpang tindih pekerjaan. Bentuk kemauan pelaksana berupa perbaikan pelayanan melalui program-program kerja yang mendukung pendidikan inklusif. Komunikasi baik internal maupun eksternal PSLD berjalan dengan baik. Sumber daya manusia secara kapasitas mengalami peningkatan baik segi kualitas dan kuantitas. Pengelolaan sumber daya anggaran di PSLD sudah baik guna pemenuhan kebutuhan mahasiswa difabel. Sarana dan prasarana belum sepenuh ramah inklusif, namun fasilitas pendukung belajar mahasiswa sudah cukup terpenuhi. Kendala yang paling krusial adalah aware kepada mahasiswa difabilitas. Kendala lain adalah anggaran yang kurang untuk pemenuhan sarana dan prasarana ramah inklusif. Hal lainnya kapasitas pendamping dan dosen yang dirasa kurang sehingga perlu perbaikan prosedur. Upaya mengatasinya dengan memperbanyak program kerja, pelatihan pendamping dan dosen, melengkapi sarana dan prasarana ramah inklusif.
English Abstract
The Implementation of public policy is an activity to achieve the objectives that have been formulated in an agreed policy. Implementation of inclusive education policy is an activity to achieve the objectives that have been formulated in the policy of inclusive education ie Regulation of the Minister of Research, Technology and Higher Education No 46 of 2017 on Special Education and Special Service Education in Higher Education. Brawijaya University as a pioneer of universities that have implemented inclusive education since 2012 and supported by the establishment of Study Center and Disability Services that overshadowed all students with disabilities in Brawijaya University. This research uses descriptive research type with qualitative approach located in Malang City, while its website is in Study Center and Disability Services Brawijaya University. Primary data sources were obtained from interviews from related informants, while secondary data were obtained from documents relating to the research topic. Data collection techniques were conducted through observation, interviews, and documentation. While the research instrument is the researcher herself, and some supporting tools such as interview guides, and other aids. The results showed that the implementation of inclusive education policy in Brawijaya University has been implemented well. Based on the implementation indicator of Edward III bureaucratic structure in PSLD that is quite relevant and efficient according to each basic tasks and functions and there is no overlapping of work. The form of the executor will be in the form of service improvement through work programs that support inclusive education. Communication both internal and external PSLD goes well. Human resources in capacity improved both in terms of quality and quantity. Management of budgetary resources in PSLD is good to meet the needs of students with disabilities. Friendly inclusiveness is not entirely supported by the infrastructure and facilities, but supporting facilities for student learning is well enough. The most crucial constraint is the awareness to students of disability. Another obstacle is the lack of budget for the fulfillment of inclusive facilities and infrastructure. Another one is the capacity of counselors and lecturers are lacking and procedures need to be repair. Efforts to overcome this by increasing the work viii programs, companion and lecturers training, complementing inclusive facilities and infrastructure.
