Abstract

China adalah salah satu negara yang memiliki kedekatan hubungan dengan Korea Utara sejak perang Korea. Hubungan kedua negara tidak hanya didasari oleh kedekatan geografis tetapi juga persamaan ideologi negara. Seiring berjalannya waktu kedeketan kedua negara mengalami kerenggangan, akibat uji coba nuklir yang dilakukan oleh Korea Utara. Setelah dilaksanakannya uji coba nuklir ketiga oleh Korea Utara pada tahun 2013, China menunjukkan sikap yang berbeda dari tahun sebelumnya dalam merespon sikap Korea Utara. China yang telah berkomitmen untuk menerapkan sanksi ekonomi yang lebih tegas, menunjukkan komitmen negaranya dengan menerapkan kebijakan pelarangan ekspor teknologi dan material ke Korea Utara pada September 2013. Kebijakan ini disampaikan melalui halaman resmi Kementerian Perdagangan China dengan melampirlan daftar teknologi dan material yang dilarangan untuk dieskpor ke Korea Utara. Untuk dapat melihat alasan yang mempengaruhi penerapan kebijakan pelarangan ekspor teknologi dan material, penulis menggunakan foreign policy adaptive model milik Rosenau untuk membantu menganalisa fenomena ini. Model ini menjelaskan adanya 3 variabel yang dapat digunakan untuk menganalisa alasan China menerapkan kebijakan pelarangan ekspor teknologi dan material ke Korea Utara.

English Abstract

China is one of the countries that has a close relationship with North Korea since the Korean war. The relationship between the two countries is not only based on geographical proximity but also the same ideology. As time passes, relationship between the two countries experiencing estrangement due to an nuclear test conduct by North Korea. After the third nuclear test by North Korea in 2013, China showed a different attitude from the previous year in responding to North Korea’s attitude. China which has committed to impose tougher economic sanctions, demonstrates its country’s commitment by applying a policy to ban the export of technology and materials to Nort Korea in September 2013. This policy is submitted through the official website of the China Ministry of Commerce by attaching a list of technologies and materials that are prohibition exports to North Korea. in order to see the reasons affecting the application of the policy of prohibition export technologies and materials, authors use Rosenaus’s foreign policy adaptive model to help analyze this phenomenon. This model explains the existence of three variabels that can be used to analyze why China implements a policy of prohibition export technologies and materials to North Korea.
