Abstract
AS adalah salah satu negara maju yang memberikan bantuan berupa GSP kepada negara-negara berkembang dan negara kurang berkembang. Indonesia merupakan salah satu negara penerima GSP dari AS. Sejak tahun 2014, Indonesia berupaya untuk memperoleh GSP dari AS bagi produk perikanan Indonesia sehingga pada tahun 2015, Indonesia memperoleh kebijakan pemberian skema GSP AS tersebut setelah AS melalui beberapa pertimbangan baik dari segi GSP maupun dari segi kebijakan luar negerinya. Penelitian ini menggunakan konsep Bureaucratic Politics and Foreign Policy milik Morton H. Halperin yang menjelaskan mengenai tahap pengambilan keputusan di dalam kebijakan luar negeri AS. GSP AS juga memiliki persyaratan tersendiri bagi negara dan juga produk yang dapat memperoleh GSP AS tersebut.
English Abstract
United States of America (USA) is one of the developed countries that provide GSP assistance to developing countries and less developed countries. Indonesia is one of the GSP receiving countries from USA. Since 2014, Indonesia seeks to obtain GSP from USA for Indonesian fishery products so that in 2015, Indonesia obtained the policy of granting the USA's GSP scheme through several considerations both in terms of GSP and in terms of foreign policy. This research uses Morton H. Halperin's Bureaucratic Politics and Foreign Policy concept which explains the decision-making stage in US foreign policy. USA's GSP also has its own terms for the country and also the products that can get the GSP from USA.
