Abstract

Gerakan Sosial Baru memiliki ciri utama yaitu bentuk perlawanan lintas kelas. Gerakan sosial baru, memiliki prinsip bahwa di era kapitalisme liberal seperti saat ini perlawanan tidak hanya timbul dari gerakan buruh, melainkan dari yang tidak terlibat secara langsung dalam sistem produksi seperti kaum urban, dimana Gerakan Mahasiswa Pemuda Tastura (GEMA Tastura) dikategorikan ke dalam kaum urban. Isu lokal yang menjadi pusat perhatian GEMA Tastura adalah tentang permasalahan dalam program pupuk bersubsidi. Dua permasalahan pokok adalah kelangkaan pupuk bersubsidi dan manipulasi harga yang dilakukan oleh pedagang. Disinilah keberadaan GEMA Tastura berfungsi untuk mencari akar permasalahan dan menemukan solusi untuk mengatasi permasalahan dalam program pupuk bersubsidi. GEMA Tastura melakukan pergerakan dua arah, pertama dengan menekan pemerintah agar melaksanakan kebijakannya dengan lebih baik dan kedua dengan melakukan pemberdayaan kepada petani. Indikator-indikator ini memasukkan GEMA Tastura ke dalam konsep sebuah gerakan sosial. Hasil yang diperoleh dari penelitian ini adalah, GEMA Tastura berhasil sebagai suatu gerakan sosial untuk mengatasi permasalahan program pupuk bersubsidi di Lombok Tengah. Pemberdayaan yang dilakukan terhadap petani, membantu mengurangi resiko kelangkaan pupuk bersubsidi secara internal. Sedangkan aksi-aksi kolektif yang dilakukan terhadap pemerintah, menyebabkan pemerintah lebih cermat dalam mengawasi program pupuk bersubsidi. Dengan hasil akhir yang diharapkan untuk menyentuh level kesejahteraan petani.

English Abstract

New Social Movement has the characteristic of cross class resistance. In todays era of liberal capitalism, resistance does not only arise from labor class, but also possible to arise from agents that does not involve in the mode of production cycle. It is certainly happen in urban society. I categorize Tastura Youth Student Movement (GEMA Tastura) into the urban. As a new social movement, the issue brought by GEMA Tastura is a local issue. In this case the issue is about the effort made by GEMA Tastura to tackle the problem of scarcity and price manipulation of subsidized fertilizer. This is where the existence of GEMA Tastura serves to find the root of the problem and find solutions to overcome problems in subsidized fertilizer program. GEMA Tastura made two-way movements, first by pressuring the government to implement its policy in a better way and second by empowering farmers. In this research, I find that GEMA Tastura has become a successful movement to overcome the problem of subsidized fertilizer program in Central Lombok. Besides empowering farmers, which help reduce the risk of scarcity of subsidized fertilizers internally. GEMA Tastura also make some collective actions taken against the government, causing the government more carefully in supervising the subsidized fertilizer program. And the final results expected is to touch the welfare level of farmers.
