This research aims to analyze political economy of R&D in Indonesia. It investigates the reason underpinning low public research and development expenditure in Indonesia. The “system model” of public policy analysis is employed to analyze the problem. First, it examines the State Budget formulation process to understand the political dynamic in the resource distribution. Second, it analyzes some factors behind budget allocation for R&D in Indonesia. It comprises how social and economic condition of Indonesia affect government and political system in allocating budget for R&D, the impact of institutions and political system on the policy, and the result of R&D utilization in Indonesian industries as the implication of the policy. The research finds out that budget distribution is politically negotiated process. It is formulated through collective decision within the system. Normative regulation is not enough to make a program as priority in the national development planning. Therefore, a system reform is needed to develop collective consciousness to make S&T development and utilization in Indonesia to priority. Quality of human resource in research institutions should be improved as well as perception on the importance on R&D for government, industries, societies, and political system. Once S&T development becomes main agenda in national development, all stakeholders will synergize to succeed it including in R&D funding, activity, dissemination and utilization. Accordingly it can significantly contributive for national competitiveness and in realizing sustainable economy based economy.
