Abstract

Hydro-hegemony adalah hegemoni yang terjadi pada level sumber daya air terutama sungai. Pada tahun 2011, Ethiopia mengumumkan akan membangun sebuah bendungan yang bernama Grand Ethiopian Renaissance Dam. Hal ini menimbulkan reaksi protes dari Mesir dan Sudan karena khawatir bahwa aliran Sungai Nil menuju Mesir dan Sudan akan berkurang. Mesir sendiri telah sejak lama berusaha untuk mengontrol aliran air Sungai Nil setelah adanya Perjanjian 1959 namun selalu mengalami kegagalan. Penelitian ini akan melihat bagaimana strategi Mesir dalam mencapai hydro-hegemony di aliran Sungai Nil tahun 2011-2015 dengan dianalisis menggunakan hydro-hegemony theory milik Mark Zeitoun dan Jeroen Warner. Penelitian ini merupakan penelitian deskriptif dimana menjelaskan mengenai variabel yang terdapat dalam hydro-hegemony theory yaitu source of power, strategi hydro-hegemon, intensitas konflik dan outcomes of hydro-hegemon strategies. Dari penelitian ini ditemukan bahwa strategi yang dilakukan oleh Mesir adalah coercive, utilitarian, normative dan hegemonic compliance-producing mechanisms dengan outcomes of hydro-hegemony strategies berupa shared control dimana negara-negara riparian memiliki kesepakatan untuk bekerjasama dalam proses alokasi air di Sungai Nil.

English Abstract

Hydro-hegemony is hegemony active at the basin scale. At the beginning of 2011, Ethiopia announced its intention to build the dam named Grand Ethiopian Renaissance Dam (GERD). Egypt and Sudan reacted immediately after the Ethiopian announcement was made. Egypt and Sudan declaring their strong opposition to the GERD because it will decrease considerably the amount of Nile waters. Egypt was already attempt to control the flow of Nile Waters after 1959 Agreement but it always failed.
