Abstract
Potensi sumberdaya perikanan di Indonesia terbilang sangat melimpah. Namun terdapat berbagai masalah yang dihadapi oleh nelayan salah satunya adalah rendahnya pendapatan yang diperoleh. Hal ini merupakan faktor dari tidak menentunya cuaca. Berbagai upaya telah dilakukan oleh pemerintah untuk peningkatan kesejahteraan masyarkat nelayan khususnya di desa Gadon Kabupaten Tuban. Selain itu, kemampuan untuk bekerjasama antar nelayan dalam mempermudah penangkapan hasil ikan juga diperlukan. Sehingga seberapa penting peran modal sosial yang ada di masyarakat nelayan desa Gadon dapat meningkatkan kesejahteraan mereka. Penelitian ini menggunakan penelitian kualitatif jenis deskriptif. Fokus pertama yakni mengenai bentuk modal sosial masyarakat nelayan desa Gadon yang terdiri dari rasa percaya, partisipasi bagian dari jaringan, resiprositas nelayan, nilai dan norma sebagai pengendalian dalam kehidupan masyarakat nelayan. Fokus kedua, mengenai dinamika modal sosial bagi masyarakat nelayan desa Gadon. Analisis data yang digunakan yakni menggunakan metode analisis kualitatif oleh Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa bentuk modal sosial yang ada di dalam masyarakat nelayan desa Gadon masih terbilang rendah karena mereka masih lemahnya dalam hal meminta bantuan tanpa menerima upah, selain itu masyarakat nelayan masih mementingkan ego mereka yang menimbulkan konflik antara nelayan satu dengan yang lain. Modal sosial yang ada di masyarakat nelayan terjadi dalam peningkatan pendapatan mereka dari seberapa besar mereka dapat berusaha maksimal dengan kerjasama antar anggota. Namun, modal sosial yang ada dapat memberikan kenyamanan dan keselarasan di lingkungan nelayan. Saran yang direkomendsikan adalah perlunya menjaga kepercayaan terhadap sesama nelayan sehingga tidak terjadi konflik di dalamnya, membangun kerjasama antara nelayan dan tengkulak, koordinasi ketua kelompok nelayan dengan anggotanya sehingga komunikasi yang baik dapat terjalin.
English Abstract
The potential of fishery resources in Indonesia are very overflow. But there are some problems faced by fisherman one of them are the low income earned. This matter a factor ofuncertain weather. Various efforts have been made by the goverment to improve the welfare of the fisherman communities, especially in the Gadon village Tuban district. In addition, the ability to cooperate among fisherman in facilitate fishing also required. So how important is the role of social capital in the fishing communities of Gadon village can improve their welfare. This research used a qualitative approach with descriptive type. The first focus was about the form of social capital of Gadon village fisherman community which was consisted of trust, participation of network, resiprocity, values and norms as a control in the life of fishing communities. The second focus was abaout the dynamics of social capital for fishing communities of Gadon village. The data analysis was used qualitative analysis method by Miles and Huberman. The result of this research was indicated that the form of social capital in the fishing communities of Gadon village was still low because they are still weak in terms of asking for help without received a pay, moreover the fisherman still emphasized to their ego that leads to conflict between fisherman with each other. Social capital which exists in the fishing communities was not have a drastic impact for income growth because the main factors of revenue generation depend on seafood. However, existing social capital can provide comfort and harmony in the fishing environment. The recommended suggestion is the need to keeping trust towards between fisherman with others so there is nothing conflict, build cooperation between fisherman and middleman, coordination of the chairman the group of fisherman with te members so that good communication can be establised.
