Abstract
Kabupaten Malang hingga tahun 2030 yang merupakan hasil perhitungan yang diperoleh dari data ketersediaan air dan kebutuhan air total mulai tahun 2006 hingga 2015. Dari hasil perbandingan keduanya, akan diperoleh status daya dukung lingkungan berbasis neraca air. Kriteria status DDL-air kemudian dinyatakan dengan status Surplus-Defisit berdasarkan neraca air dan status Supply-Demand berdasarkan rasio Supply Air (SA) dan Demand Air (DA). Berdasarkan analisa perhitungan yang dilakukan, pada tahun 2015 status DDL berbasis neraca air pada DAS Metro adalah surplus. Untuk kecamatan Lowokwaru, Dau, Ngajum, Pakisaji, dan Wagir berstatus Surplus dengan kriteria status berdasarkan rasio SA/DA adalah aman bersyarat (conditional sustain) untuk Kecamatan Lowokwaru, Dau, Ngajum, Pakisaji, dan Wagir. Kecamatan Sukun, Kepanjen, dan Sumberpucung berstatus defisit dengan kriteria status berdasarkan rasio SA/DA adalah terlampaui (overshoot). Dari hasil analisa perhitungan untuk tahun 2030, status DDL berbasis neraca air pada DAS Metro adalah surplus. Kecamatan Dau, Ngajum, Pakisaji dan Wagir berstatus Surplus dengan kriteria status berdasarkan rasio SA/DA adalah aman bersyarat (Conditional Sustain) untuk Kecamatan Dau, Ngajum, Pakisaji, dan Wagir. Sedangkan kecamatan Lowokwaru, Sukun, Kepanjen, dan Sumberpucung berstatus defisit dengan kriteria status berdasarkan rasio SA/DA adalah Terlampaui (Overshoot). Berdasarkan hasil analisa DDL, dibutuhkan perhatian yang serius dari pemerintah untuk mengatasi daerah-daerah yang memiliki nilai defisit seperti Kecamatan Kepanjen, Sumberpucung, Sukun, dan Lowokwaru. Diharapkan dengan studi yang dilakukan dalam penelitian ini dapat menjadi acuan dalam RTRW Kota dan Kabupaten Malang mendatang.
English Abstract
Water is a natural element that is needed for the survival of living beings, especially humans. Environmental Carrying Capacity (DDL) is the ability of the environment to support the life of human beings and other living beings. The increasing population in Malang City and Regency also cause increase on the water requirement and it is estimated that in 2030 there will be an increase on water requirement but decrease on water availability quantity. Based on these conditions, it is necessary to calculate and analyze the condition of the water balance to conclude the DDL status of water resources in the area of the Metro Watershed (DAS), East Java. In this study, the calculation of water supply and demand in Malang Metro DAS, and DDL status of Metro Watershed are based on water balance in accordance with Malang City and Regency Spatial Planning (RTRW). The method used in this study is using quantitative research. The output of this study is the DDL status of Malang City and Regency until 2030 which is the result of calculation obtained from the water availability and total water requirement data from 2006 until 2015. From the result of the comparison of both data, we get the DDL status based on water balance. The DDL status criterion is then expressed with Surplus-Deficit status based on water balance and Supply-Demand status based on Water Supply (SA) and Water Demand (DA) ratios. From the analysis of calculation done in this study, in 2015 the DDL status based on water balance of the Malang Metro DAS is a Surplus. For Lowokwaru, Dau, Ngajum, Pakisaji, and Wagir Subdistricts the DDL status is Surplus and the status criterion based on SA/DA ratio Conditionally Safe for Lowokwaru, Dau, Ngajum, Pakisaji and Wagir Subdistricts. For Sukun, Kepanjen, and Sumberpucung Subdistricts the DDL status is Deficit with status criterion based on SA/DA ratio is Exceeded (Overshoot). For year 2030, the DDL status based on water balace of the Malang Metro DAS is a Surplus. For Dau, Ngajum, Pakisaji and Wagir Subdistricts the DDL status is Surplus and the status criterion based on SA/DA ratio are Conditionally Sustain for Dau, Ngajum, Pakisaji and Wagir Subdistricts. While for Lowokwaru, Sukun, Kepanjen, and Sumberpucung Subdistricts the DDL status is Deficit with status criterion based on SA/DA ratio is Overshoot. Based on the results of DDL analysis done in this study, serious attention is needed from The Government to take action for the areas with Deficit DDL Status such as Kepanjen, Sumberpucung, Sukun, and Lowokwaru Subdistricts. It is expected that the result of this study to be used as a reference for the upcoming Malang City and Regency RTRW.
