Abstract
H Pada skripsi ini penulis men gangkat permasalahan mengenai ada-nya timbunan sampah yang mehtas di wilayah Kabupaten Kediri.. Pilthan terra tersebut dilatarbelakangi karena banyaknya timbunan sampah di wilayah Kabtfpaien Kediri -yang beninbas ierhadap lifigkungan hidup. Tujuan permilsan skripsi ml adalah untuk mendeskripsikan, menganalisis dan mengidentifikasi apa bagaimana pengaturan mengenai pengelolaan sampah dan untuk mengetahm, inenganalisis serta mengidentifikasi peran dari Dinas lingkungan hidup Kabupaten Kediri. Berdasarkan permasalahan diatas, penulis merumuskan rumusan masalah yaitu 1) Bagaimana upaya pemerintah dalam menangani masalah sampah di Kabupaten Kediri?, 2) Bagaimana dampak dari peraturan yang telah dibuat oleh pemerintah Kabupaten Kediri? dan 3) Seperti apa peranan pemerintah kabupaten kediri dalam melaksanakan peraturan tersebut? Penulisan karya ilmiah ini menggunakan metode penelitian yuridis empiris dengan meriggunakan. -penctekatati yaridis tittogis. Mkt:6k verielusuari data primer menggunakan wawancara serta teknik analisis data menggunakan teknik deskriptif analisis. Dan i hasil penelitian tersebut diperoleh jawaban atas permasalahan yang ada yaitu 1)Upaya pemerintah dalam menangani permasalahan sampah adalah dengan menetapkan peraturan serta membentuk komunitas pengelola sampah. 2)Dampak dari peraturan yang dibuat yaitu terjadinya pencemaran lingkungan dan pencemaran air, 3)Peranan Pemerintah Kabupaten Kediri adalah melakukan sosialisasi Perda sekaligus pelatihan bagi kelompok masyarakat. Kesimpulan dan saran yang diberikan penulis terhadap permasalahan diatas adalah upaya pemerintah dalam menaggulangi masalah sampah adalah -derygan menetapk.an -atrium yang jelas terkait pengelotaan -sampah. Saran yang dapat diberikan oleh penulis adalah seharusnya Pernerintab. Kabupaten Kediri melakukan sosialisasi dan pelatihan bagi kelompok masyarakat dan juga pasca pelatihan diberikan bantuan sarana prasarana pengelolaan sampah agar tingkat kepedulian masyarakat terhadap sampah meningkat
English Abstract
In this skripsi/mini thesis, research brought the issue about widespread midden in Kediri District area. The choice of theme was because of the amount qf was in Kahn District area that was affected to environmental. The aim of the mini thesis was to describe, analyze and identfy what regulation and how the regulation about waste management and to find out, analre and identi the role of Environmental Department of Kediri District. Based on the problem above, researcher formulated the problem as follow: 1) how s government cylbrt in overcoming waste problem in Kediri District? 2) What are the impact that has been done by government of Kediri District? And 3) what role does Kediri district do in implementing the regulation? The researcher used juridical empiric research method by using juridical sociological approach. Search technique of primal)) data used interview and data analysis technique used analysis descriptive technique. The result of the research revealed the answers of the problems such as: 1) government's effort in overcoming waste problem is by determining regulation and establishing management waste community. 2) the impact of the regulation is there are environmental pollution and water pollution, 3) The role of Kediri government is conducting socialization of local regulation and training for community groups. Conclusion and suggestion from researcher toward the problems above are; government's effort in overcoming waste problem is by determining clear regulation related to waste management. The suggestion by researcher is, government of Kediri district should conduct socialization fbr society groups and give infrastructure after they do training of waste management so concern level of people toward waste will increase.
