Abstract

Penelitian ini bertujuan untuk menganalisis seberapa efektif kebijakan MPMBS dalam kontribusi dan perannya dalam meningkatkan kualitas pendidikan, serta faktor pendorong dan penghambat dalam peningkatan kualitas lulusan di SMK Negeri 2 Kota Pasuruan. Penelitian ini melihat bagaimana pelaksanaan tugas dan wewenang yang dimiliki seluruh komponen implementator kebijakan dalam mengimplementasikan kebijakan ini serta melihat faktor pendukung dan penghambat pelaksanaan kebijakan ini. Penelitian menggunakan metode Deskriptif Kualitatif dan memakai metode Analisa Model Interaktif dalam analisa data. Hasil dari penelitian menunjukan bahwa implementasi manajemen peningkatan mutu berbasis sekolah telah berjalan dengan baik serta disokong dengan kondisi sekolah yang kondusif. Di sisi lain internal sekolah cukup solid dalam proses pengembangan sekolah itu sendiri sedangkan kendala yang dihadapi adalah kurangnya support dari pemerintah derah terutama mengingat kurangnya pendanaan, serta infrastruktur sekolah itu sendiri. Saran yang diberikan adalah dengan menjalin hubungan dengan orang tua murid serta berbagai pihak swasta dalam upaya peningkatan serta pengembangan kualitas sekolah. Selain itu peranserta pemerintah daerah seharusnya di tingkatkan lagi sebagai salah satu supporting system bagi sekolah dalam proses pengembanganya.

English Abstract

he study was conducted to see the implementation of policies to improve the quality of school-based management in improving the quality of graduates the Vocational School District 2 City of Pasuruan. Decentralization of education is intended to direct the education to be more sensitive to the conditions and potentials in the regions. it is preferably in vocational education such as vocational school. MPMBS implementation in secondary vocational schools (SMK) was highlighted in this study to see that the process of education in vocational schools or vocational education is the final process in the advanced stages prior to higher education or choose the world of work. The research looked at how the performance of duties and authority possessed all the components of the policy implementer in implementing this policy and look at the factors supporting and inhibiting the implementation of this policy. Qualitative research uses descriptive method and use the Interactive Model Analysis for the data analysis purposes. The results of the study showed that the implementation of quality improvement of school-based management has gone well and supported by school conditions conducive. On the other side of the school internal solid enough in the process of development of the school itself, while the constraints faced is the lack of support from the government of Regional especially given the lack of funding, as well as school infrastructure itself. Advice given is to establish relationships with parents as well as various private parties in an effort to increase and to develop school’s quality. Besides, participation in local government should increase again as one of the supporting system for the school in its development process
