Abstract
Penelitian ini membahas mengenai Praktik Pembangunan Desa yang berada di Desa Sumurup, Kecamatan Bendungan, Kabupaten Trenggalek. Saat ini pembangunan di Indonesia memperioritaskan Pembangunan Desa sebagai bentuk dukungan dalam mempercepat terwujudnya Desa Mandiri di Indonesia. Hal tersebut disambut baik oleh Pemerintah Desa di Desa Sumurup dengan aktif dalam pelaksanaan pembangunan desa. Desa Sumurup adalah desa dengan kondisi geografi pegunungan, dengan kondisi tersebut persebaran penduduk di Desa Sumurup tidak merata disetiap wilayah. Dengan tidak meratanya persebaran masyarakat tersebut membuat infrastruktur di Desa Sumurup masih sangatlah kurang salah satunya infrastuktur jalan yang mempengaruhi kondisi sosial masyarakat seperti pendidikan, ekonomi, dan kesehatan masyarakat. Dengan melihat keadaan tersebut Pemerintah Desa di Desa Sumurup dalam melaksanakan Pembangunan Desa aktif mengajak warga masyarakat dalam setiap tahapan pembangunan. Masyarakat Desa Sumurup sendiri juga aktif berpartisipasi dengan gotongroyong dalam pembangunan Desa. Dalam penelitian ini menggunakan Teori Strukturasi Anthony Giddens. Dengan menggunakan teori tersebut peneliti akan dapat melihat bagaimana praktik pembangunan desa berlangsung di Desa Sumurup yang didalamnya terjadi dualitas antara agen yaitu Pemerintah Desa dan Masyarakat Desa yang melakukan tindakan secara kontinou dalam struktur Pembangunan Desa. Peneliti menggunakan metode Kualitatif dengan pendekatan Studi Kasus. Hasil dalam penelitian ini adalah Praktik Pembangunan di Desa Sumurup, yaitu Pemerintah Desa melaksanakan tugasnya dalam pelaksanaan pembangunan desa berdasarkan keinginan dari masyarakat yang dimusyawarahkan bersama. Sehingga Desa Sumurup dapat memanfaatkan Dana Desa yang telah diturunkan langsung ke desa dengan baik. Hal ini dapat dilihat bagaimana Desa Sumurup setiap tahunnya menggunakan Dana Desa dalam pembangunan infrastruktur seperti jalan. Pemanfaatan Dana Desa di Desa Sumurup tersebut tidak terlepas dari partisipasi masyarakat dalam Pembangunan Desa. Hal ini merupakan bentuk dari keterhubungan yang baik antara pemerintah desa dan masyarakat desa. Masyarakat Desa dalam pembangunan di Desa Sumurp aktif dalam berpartisipasi dengan bentuk swadaya masyarakat dalam bergotong royong membantu pelaksanaan pembangunan.
English Abstract
This study discusses the Village Development Practices located in Sumurup Village, Bendungan District, Trenggalek Regency. Currently, development in Indonesia prioritizes Rural Development as a form of support in accelerating the realization of "Desa Mandiri" in Indonesia. It was welcomed by the Village Government in Sumurup Village actively to implementation of village development. Sumurup village is a village with geographical condition of the mountains, with that condition the population distribution in Sumurup Village is uneven in every region. With uneven distribution of the community, infrastructure in Sumurup Village is still lacking one of the road infrastructures that affect the social condition of the society such as education, economy, and public health. By looking at the situation Village Government in Sumurup Village implementing the Village Development actively invites citizens in every stage of development. Sumurup villagers themselves are also actively participating with "gotongroyong" in village development. In this study using theory of Structure Anthony Giddens. By using this theory the researcher will be able to see how the practice of village development took place in Sumurup Village which in it happened duality between agent that is Village Government and Village Community doing continuous action in structure of Village Development. Researchers use Qualitative method with Case Study approach. The result of this research is Development Practice in Sumurup Village, which is Village Government performs as duties in the implementation of village development based on the wishes of the community discussed together. So that village of Sumurup can utilize the 'Dana Desa' which has been handed down directly to the village well. It can be seen how Sumurup Village annually uses the Dana Desa in infrastructure development such as roads. Utilization of Dana Desa in Sumurup Village is inseparable from community participation in Village Development. This is a form of good connectivity between the village government and the village community. The village community in development in Sumurp village is active in participating with the form of self-help community in mutual help to the implementation of development.
