Abstract
Permintaan produk halal meningkat setiap tahun seiring bertambahnya populasi umat Islam di seluruh dunia, mencakup konsumen Muslim dan nonMuslim. Pemerintah Indonesia menargetkan kewajiban sertifikasi halal per 17 Oktober 2024 untuk produk makanan, minuman, hasil sembelihan, jasa penyembelihan, bahan baku, bahan tambahan pangan, dan bahan penolong produk makanan dan minuman. Jawa Timur, dengan keberagaman budaya dan etnisnya, berperan penting dalam mendukung pembangunan ibu kota Nusantara (IKN) dan memberikan kontribusi signifikan pada perekonomian. Namun, tingkat sertifikasi halal UMKM di provinsi ini masih cukup rendah, yakni hanya 45%. Kabupaten Gresik, salah satu wilayah di Jawa Timur, memiliki potensi besar dalam pengembangan industri halal, yang memerlukan upaya percepatan untuk memastikan keamanan dan jaminan halal produk. Tujuan penelitian ini adalah: 1) Identifikasi produk unggulan dari produk prioritas dalam pengembangan desain percepatan industri halal di Kabupaten Gresik. 2) Identifikasi potensi, tantangan, faktor pendorong dan penghambat percepatan industri halal di Kabupaten Gresik. 3) Merumuskan strategi prioritas untuk percepatan pengembangan industri halal di Kabupaten Gresik dengan metode Fuzzy-Analytical Network Process (FuzzyANP). Metode penelitian Identifikasi produk unggulan dari produk prioritas melalui analisis metode rank order centroid (ROC) dan weighted aggregated sum product assessment (WASPAS). Hasil penelitian ini mengidentifikasi produk unggulan Kabupaten Gresik, yaitu nasi krawu, otak-otak bandeng, pudak Gresik, legen Gresik. Hasil penelitian ini berdasarkan evaluasi faktor internal (IFE), kekuatan utama Kabupaten Gresik terletak pada keberadaan perguruan tinggi dan pondok pesantren dengan bobot signifikan. Dari perspektif eksternal (EFE), ancaman terbesar adalah belum adanya pembagian tugas yang jelas antara pemerintah pusat, provinsi, dan kabupaten/kota. Matriks IE menunjukkan posisi di kuadran V, yang mengindikasikan strategi hold and maintenance. Dalam merumuskan strategi prioritas dengan Fuzzy-ANP ada lima strategi utama dengan bobot tertinggi yaitu pembagian tugas yang jelas antara pemerintah pusat, provinsi, dan kabupaten/kota (ST3) dengan bobot 0,061; kolaborasi antara pemerintah dan pondok pesantren dalam riset dan pengembangan pariwisata halal (SO5) dengan bobot 0,055; fokus pada sertifikasi halal rumah potong hewan dan pemerataan juru sembelih halal (WO5) dengan bobot 0,054; kerja sama antara pemerintah dan industri untuk percepatan pengembangan industri halal (WT3) dengan bobot 0,053; serta pelatihan sumber daya manusia (SDM) untuk pengelolaan sistem jaminan produk halal (SJPH) dan diversifikasi produk pangan dalam aspek kemasan, rasa, layanan, dan nilai tambah (WT2) dengan bobot 0,052. Penelitian ini merekomendasikan agar pemerintah daerah memperkuat sinergi dengan pemangku kepentingan, meningkatkan edukasi sertifikasi halal.
English Abstract
The demand for halal products increases every year in tandem with the growth of the global Muslim population, attracting both Muslim and non-Muslim consumers. The Indonesian government has set a target for mandatory halal certification by October 17, 2024, for food products, beverages, slaughtered products, slaughtering services, raw materials, food additives, and auxiliary materials used in food and beverage production. East Java, with its cultural and ethnic diversity, plays a significant role in supporting the development of the nusantara capital city (IKN) and contributes notably to the national economy. However, the halal certification rate among MSMEs in this province remains low, at only 45%. Gresik Regency, one of the regions in East Java, has considerable potential for the growth of the halal industry, highlighting the need for accelerated efforts to ensure product safety and halal certification. The objectives of this study are: (1) To identify superior products from priority items within the framework of accelerating halal industry development in Gresik Regency; (2) To identify the potential, challenges, drivers, and barriers affecting the acceleration of the halal industry in Gresik Regency; and (3) To formulate priority strategies to accelerate the halal industry’s growth in Gresik Regency using the Fuzzy-Analytical Network Process (Fuzzy-ANP) method. The research methodology includes identifying superior products from priority items through Rank Order Centroid (ROC) and Weighted Aggregated Sum Product Assessment (WASPAS) analysis. The study identified several superior products in Gresik Regency, including nasi krawu, otak-otak bandeng, pudak Gresik, and legen Gresik. Based on internal factor evaluation (IFE), Gresik Regency’s main strength lies in its universities and Islamic boarding schools, which carry substantial weight. Externally (EFE), the most significant threat is the lack of a clear division of responsibilities between central, provincial, and district/city governments. The IE matrix positions the region in quadrant V, suggesting a “hold and maintain” strategy. Using Fuzzy-ANP, the study prioritizes five main strategies: a clear division of responsibilities between central, provincial, and district/city governments (ST3), with a weight of 0.061; collaboration between the government and Islamic boarding schools in halal tourism research and development (SO5), with a weight of 0.055; a focus on halal certification for slaughterhouses and equitable distribution of halal slaughterers (WO5), with a weight of 0.054; cooperation between government and industry to accelerate halal industry development (WT3), with a weight of 0.053; and training of human resources (HR) in managing the halal product assurance system (SJPH) and diversifying food products in packaging, taste, service, and added value (WT2), with a weight of 0.052. The study recommends that local governments strengthen synergy with stakeholders and enhance education on halal certification.
