Abstract

Buku merupakan hal yang sangat penting bagi manusia sebagai wadah untuk mendapatkan ilmu pengetahuan. Saat ini, cara mengakses buku telah beralih ke cara yang lebih modern yaitu dengan menggunakan buku dan literatur digital. Manfaat penting adanya aksesibilitas terhadap buku, terutama bagi disabilitas yang membutuhkan modifikasi dalam mengakses berbagai jenis literatur telah tersedia. Oleh karena adanya masalah tersebut, World Intellectual Property Organization (WIPO) menjadi inisiator terciptanya sebuah kesepakatan internasional untuk memastikan kelompok atau individu yang mengalami hambatan dalam penglihatan atau hambatan dalam membaca agar dapat mengakses buku dalam format aksesibel. Oleh sebab disabilitas netra memiliki akses sangat sedikit dari buku yang diterbitkan setiap tahun karena versi yang dapat diakses dari sebagian besar buku tidak diproduksi karena kurangnya minat oleh penerbit. Sehingga, penelitian ini berfokus pada tanggung jawab Negara Indonesia dalam upayanya mengimplementasi Marrakesh Treaty tahun 2020-2021 bagi penyandang disabilitas seperti disabilitas netra dan disabilitas lainnya yang memiliki keterbatasan membaca buku cetak. Selain membahas mengenai Marrakesh Treaty yang diratifikasi oleh Indonesia Pada tanggal 24 September 2013, penelitian skripsi ini memfokuskan terhadap regulasi yang telah dikeluarkan oleh Indonesia untuk keberpihakan bagi penghormatan, pemenuhan, dan pelindungan penyandang disabilitas, dan sejauh mana implementasi yang ada dan mengakomodir hak-hak penyandang disabilitas, terutama pada hak yang berkaitan tentang aksesibilitas literasi bahan bacaan berupa buku fisik dan buku audio, serta buku dengan format lain.

English Abstract

Books are very important for humans as a place to gain knowledge. Currently, the way to access books has shifted to a more modern way, namely by using digital books and literature. The important benefits of accessibility to books, especially for those with disabilities who require modifications in accessing various types of literature are available. Because of this problem, the World Intellectual Property Organization (WIPO) became the initiator of the creation of an international agreement to ensure that groups or individuals who experience visual impairments or reading disabilities can access books in an accessible format. The visually impaired have very little access to books published each year as accessible versions of most of the books are not produced due to a lack of interest by publishers. Thus, this research focuses on the responsibility of the State of Indonesia in its efforts to implement the 2020-2021 Marrakesh Treaty for persons with disabilities such as blind people and other disabilities who have limited reading of printed books. In addition to discussing the Marrakesh Treaty which was ratified by Indonesia On September 24, 2013, this thesis research focuses on the regulations that have been issued by Indonesia to take sides for the respect, fulfillment, and protection of persons with disabilities, and the extent to which existing implementations accommodate the rights of persons with disabilities. disability, especially in rights related to literacy accessibility of reading materials in the form of physical books and audiobooks, as well as books in other formats.
