Abstract

Surabaya merupakan ibukota provinsi Jawa Timur yang memungkinkan adanya penduduk desa yang berubanisasi dengan banyak motif. Di kota Surabaya memiliki penduduk miskin dengan pemukiman kumuh perkotaan berpotensi besar yang tersebar merata dipinggir kota maupun pusat kota. Salah satu upaya pemerintahan Kota Surabaya dalam mengatasi permasalahan mengurangi pemukiman kumuh dan angka kemiskinan dengan merancang dan melaksanakan perencanaan srategi program Rehabilitasi Sosial Daerah Kumuh (RSDK). Bertujuan untuk mengembalikan keberfungsian sosial dan meningkatkan kualitas tempat tinggal fakir miskin melalui perbaikan kondisi rumah menjadi rumah layak huni, sehat dan aman. Peneliti ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kota Surabaya, sedangkan tempatnya berada di Dinas Sosial Kota Surabaya dan rumah masyarakat penerima manfaat. Sumber data primer diperolah dari beberapa wawancara dari informan yang berkaitan, sedangkan sekunder diperoleh dari dokumen-dokumen yang berhubungan dengan topik-topik tersebut. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, pedoman wawancara, catatan lapangan dan perangkat pendukung. Hasil penelitian menunjukkan bahwa perencanaan strategi program Rehabilitasi Sosial Daerah Kumuh ini sudah baik walaupun belum maksimal ditinjau dalam analisis teori tahap-tahap dari proses perencanaan strategis menurut Allison, dkk. Hal ini dibuktikan dengan adanya perencanaan strategi jangka pendek dan melaksanakan strategi yang ada, selain itu didukung dengan biaya APBD dalam bentuk materiil dan pemberdayaan, sektor Dinas Sosial berkolaborasi pada aktor dan strakeholder. Walaupun masih terdapat beberapa hambatan lain seperti kurangnya sosialisasi pada masyarakat, waktu dan anggaran bahan yang belum memadai dan juga tidak menyediakan tempat tinggal sementara.

English Abstract

Surabaya is the capital of the province of East Java, which allows the villagers to have an ambiguous village with many motives. The city of Surabaya has a poor population with high potential urban slums which are spread evenly along the city and downtown. One of the efforts of the Surabaya City government in overcoming the problem of reducing slums and poverty rates by designing and implementing strategic planning for the Slum Area Social Rehabilitation program (RSDK). Aiming to restore social functioning and improve the quality of homes for the poor by improving the condition of homes into habitable, healthy and safe homes. This study uses a descriptive type of research with a qualitative approach located in Surabaya City, while the site is at the Dinas Sosial Surabaya city and beneficiary community home. The source of primary data was obtained from several interviews from related informants, while secondary data was obtained from documents related to the topic. The technique of collecting data through interviews, observation and documentation. While the research instruments are the researchers themselves, interview guidelines, field notes and supporting devices. The results of the study showed that the strategy planning of the Slum Area Social Rehabilitation program was already good although it had not been maximally reviewed in theoretical analysis of the stages of the strategic planning process according to Allison, et al. This is evidenced by the existence of short-term strategic planning and implementing existing strategies, besides it is supported by APBD costs in the form of material and empowerment, the Social Service sector collaborates with actors and stakeholder. Although there are still some other obstacles such as the lack of socialization to the community, the time and budget of materials are inadequate and also do not provide temporary shelter.
