Abstract

Diberlakukannya Undang-undang No. 33 Tahun 2014 tentang Jaminan Produk Halal (UU JPH) dan Peraturan Pemerintah No. 39 Tahun 2021 tentang Penyelenggaraan Bidang Jaminan Produk Halal, maka produk yang masuk, beredar, dan diperdagangkan di Indonesia wajib bersertifikat halal. Sertifikasi halal dan implementasi Quality Management System (QMS) pada sebuah proses produksi dapat meningkatkan kepercayaan konsumen. Implementasi dua sistem manajemen tersebut dapat meningkatkan kinerja perusahaan. Kedua sistem memiliki kesamaan prinsip sehingga dapat diintegrasikan. Integrasi sistem memberikan berbagai manfaat untuk perusahaan seperti pengurangan biaya, pengurangan dokumentasi, meningkatnya efisiensi dan efektivitas perusahaan yang berujung pada peningkatan kinerja perusahaan. Integrasi QMS dengan sistem manajemen lain sudah banyak diimplementasikan, namun integrasi Halal Assurance System (HAS) pada QMS belum banyak diteliti. Sebelum integrasi HAS dan QMS diterapkan, perlu ada penelitian barrier dan sub-barrier proses integrasi. Barrier dan sub-barrier diteliti untuk selanjutnya diketahui alternatif penanganannya. Penelitian ini bertujuan: a) Mengidentifikasi barriers kunci integrasi HAS pada QMS, b) Memprioritaskan barriers dan sub-barriers integrasi HAS pada QMS, c) Menganalisis strategi teknis penanganan sub-barrier agar integrasi HAS pada QMS dapat diimplementasikan dengan baik. Luaran penelitian ini dapat dimanfaatkan oleh perusahaan agroindustri yang memiliki rencana mengintegrasikan HAS pada QMS. Pengumpulan data melalui kuisioner dan wawancara tiga responden yaitu pakar praktisi dari industri yang telah mengimplementasikan HAS & QMS dan auditor halal. Langkah pertama menganalisis barriers kunci dan keterkaitannya menggunakan metode Interpretive Structural Modeling (ISM). Barriers dan sub-barriers pada integrasi HAS dan QMS dibobotkan menggunakan Fuzzy Analytical Hierarchy Process (FAHP) dan dilakukan analisis mengenai strategi penanganan menggunakan Grey TOPSIS (G-TOPSIS). Terdapat enam barriers, dan 17 sub-bariers yang dianalisis pada penelitian ini. Barriers integrasi HAS dan QMS terdiri dari sumber daya, teknis implementasi, attitudes, panduan dan dukungan, ekonomi, serta regulasi. Hasil metode ISM menunjukkan bahwa regulasi dan panduan merupakan barriers kunci integrasi HAS dan QMS. Hasil metode FAHP menunjukkan bahwa sub-barrier belum adanya standar halal internasional serta kurangnya panduan dan konsep integrasi HAS-QMS memiliki bobot paling tinggi, sehingga perlu segera diselesaikan. Alternatif strategi yang paling sesuai untuk menangani sub-barriers agar integrasi HAS dan QMS adalah pelatihan dan pengembangan karyawan. Pelatihan dengan materi khusus terkait integrasi HAS dan QMS serta pengembangan karyawan melalui pemberian tanggung jawab sebagai pelaksana proses integrasi HAS dan QMS. Penelitian ini bermanfaat sebagai langkah awal pada implementasi integrasi HAS dan QMS di perusahaan.

English Abstract

Enactment of Law No. 33 of 2014 about Halal Product Assurance (UU JPH) and Government Regulation No. 39 of 2021 concerning the Implementation of the Halal Product Assurance Sector, products that enter, circulate and traded in Indonesia must be halal certified. Halal certification and implementation of a Quality Management System (QMS) in production process can increase consumer confidence. The implementation of these two management systems can improve company performance. The two systems share the same basic princial so they can be integrated. System integration provides various benefits for companies such as cost reduction, document reduction, improving company’s efficiency and, lead to improve company performance. The integration of QMS with other management systems has been widely implemented, but the integration of the Halal Assurance System (HAS) on the QMS has not been much done. Before the integration of HAS and QMS is implemented, it is necessary to study the barriers and sub-barriers of the integration process. Barriers and sub-barriers are investigated to further identify alternative strategies. This study aims to: a) Identify the key barriers of HAS to QMS integration, b) Prioritize barriers and sub-barriers for HAS to QMS integration, c) Analyze technical strategies for overcoming the sub-barriers, so HAS and QMS integration can be implemented properly. The output of this study can be utilized by agro-industry companies that have plans to integrate HAS to QMS. Data collection was done through questionnaires and interviews with three respondents, expert practitioners from the industry whhich implemented HAS & QMS and halal auditors. The first step is to analyze the key barriers and their interrelationships using the Interpretive Structural Modeling (ISM) method. Barriers and sub-barriers of HAS to QMS integration were weighted using Fuzzy Analytical Hierarchy Process (FAHP) and the analysis of overcoming strategies was carried out using Gray TOPSIS (G-TOPSIS). There are six barriers and 17 sub-barriers analyzed in this study. Barriers for the integration of HAS and QMS consist of resources, technical implementation, attitudes, guidance, economics, and regulations. The results of the ISM method show that regulations and guidelines are the key barriers to the integration of HAS and QMS. The results of the FAHP method show that the sub-barrier “No international halal standard” and “the lack of guidance and the concept of HAS-QMS integration” have the highest weight, so they need to be resolved immediately. The most suitable alternative strategy for overcoming the integration of HAS to QMS integration is employee training and development. Training with specific materials related to HAS-QMS integration and employee development through the assignment of responsibilities as implementers of the HAS and QMS integration process. This research is advantageous as a first step in implementing HAS to QMS integration in companies.
