Abstract
Pada skrispi ini, penulis mengangkat permasalahan tentang pengawasan yang dilakukan oleh Inspektorat berdasarkan Peraturan Walikota Kediri No 40 Tahun 2016. Permasalahan ini dilatarbelakangi karena terdapat pengawasan yang khusus terhadap program yang dibuat oleh Walikota. Dalam melakukan pengawasan juga dibedakan menjadi 3 golongan pengawasan, yaitu pengawasan reguler, pengawasan untuk tujuan tertentu atas penugasan dari Walikota, dan pengawasan investigasi. Masing-masing pengawasan memiliki prosedur yang berbeda namun tetap saja tujuan utama untuk melakukan pengawasan. Hambatan yang dihadapi oleh Inspektorat Kota Kediri adalah salah satunya, kurang memadainya jumlah SDM yang tersedia, karena objek pengawasannya sendiri pun sangat banyak meliputi instansi-instansi yang berada di Kota Kediri. Selain itu faktor dari auditi atau objek pengawasannya, yang tidak kooperatif saat dilakukan sidak langsung atau sidak rutin. Namun dari hambatan tersebut pihak Inspektorat Kota Kediri juga langsung menanggapi dengan cepat, dengan berbagai cara dan solusi.
English Abstract
In this survey, the author raised the issue of supervision carried out by the Inspectorate based on Mayor Regulations of Kediri No. 40 of 2016. This problem was motivated because there was a special supervision of the program made by the Mayor. In carrying out supervision, it is also divided into 3 categories of supervision, namely regular supervision, supervision for certain objectives of the Mayor's assignment, and supervision of investigations. Each supervision has a different procedure but still the main goal is to conduct supervision. The obstacle faced by the Inspectorate of the City of Kediri is one of them, inadequate number of available human resources, because the object of its own supervision is very much including agencies in the City of Kediri. In addition, factors from the auditee or object of supervision, which are not cooperative when carried out indirect or routine inspection. But from these obstacles the Kediri City Inspectorate also responded quickly, in various ways and solutions.
