Abstract
Pengembangan kapasitas sumber daya manusia melalui program pendidikan dan pelatihan merupakan salah satu cara untuk menghadapi perubahan dan mempertahankan hidup bagi sebuah organisasi dengan meningkatkan kualitas dan kemampuan pegawai nya. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan, dan menganalisis pelaksanaan pengembangan kapasitas sumber daya manusia melalui program pendidikan dan pelatihan di Kementerian Sekretariat Negara Republik Indonesia. Selain itu, penelitian ini juga bertujuan untuk mengetahui, mendeskripsikan dan menganalisis faktor pendukung dan penghambat pengembangan kapasitas sumber daya manusia melalui program pendidikan dan pelatihan di Kementerian Sekretariat Negara Republik Indonesia. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dan dibatasi oleh dua fokus penelitian, yaitu: (1) Pengembangan kapasitas melalui program Pendidikan dan Pelatihan, komponen pelaksanaan meliputi: Tujuan, Materi, Metode, Media, Instruktur, dan Evaluasi. (2) Faktor-faktor pendukung dan penghambat pada pengembangan kapasitas sumber daya manusia melalui program pendidikan dan pelatihan. Data yang diperoleh melalui observasi, wawancara, dokumentasi di lapangan. Sedangkan analisis data yang digunakan adalah analisis data deskriptif model Seidel dengan melalui proses notice things, collect thing, dan think about things. Hasil penelitian menunjukkan bahwa: (1) sesuai dengan teori Rusdiana, pelaksanaan pengembangan sumber daya manusia melalui program pendidikan dan pelatihan secara umum sudah berjalan optimal. (2) dalam pelaksanaan upaya pengembangan kapasitas sumber daya manusia melalui program pendidikan dan pelatihan Kemensetneg RI terdapat faktor-faktor yang mendukung dan menghambat, antara lain peran kepemimpinan, fasilitas pengembangan, serta anggaran. Saran yang dapat peneliti berikan antara lain: (1) perlu ditingkatkan lagi sistem e-learning, (2) ketegasan terhadap pegawai untuk mengisis kuesioener evaluasi (3) perlu adanya anggaran tambahan agar pelaksanaan diklat berjalan sesuai tujuan.
English Abstract
Capacity Building of human resource through education and training programs is one way to deal with change and sustain life for an organization to improve the quality and ability of its employees. This study aims to determine, describe, and analyze the implementation of the development of human resource capacity through education and training programs in the Ministry of State Secretariat of the Republic of Indonesia. In addition, this study also aims to determine, describe and analyze the factors supporting and inhibiting the development of human resource capacity through education and training programs in the Ministry of State Secretariat of the Republic of Indonesia. This research methods in this study is descriptive qualitative approach is limited by two research focuses, namely: (1) Capacity-building through education and training programs, implementation components include: Purpose, Materials, Methods, Media, instructors, and Evaluation. (2) Supporting and inhibiting factors in developing human resource capacity through education and training programs. The data obtained through observation, interviews, documentation in the field. While the analysis of the data used is descriptive data analysis through the process models Seidel: notice things, collect thing, and think about things. The results showed that: (1) in accordance with Rusdiana theory, the implementation of the of human through education and training programs in general has been running optimally. (2) the successful implementation of capacity development of human resources through education and training programs internally Ministry of State Secretariat of the Republic of Indonesia there are factors that support and hinder, among other leadership roles, development facilities, as well as budget. Suggestions given include: 1) need to be improved e-learning system, (2) the firmness of the employee to fill kuesioner evaluation (3) The need for a additional budget for the implementation of the training runs as intended
